With Prime Minister Narendra Modi stressing on the need for increasing arms exports, DRDO has said India can sell combat aircraft and missiles whose production cost would be “much lower” than some of the weapons sold by countries such as China.

Defence Research and Development Organisation (DRDO) chief Avinash Chander said that the country needs a “policy mechanism” for exporting weapon systems and the defence research agency has suggested a “single window clearance” for sale of arms to friendly foreign countries in a time-bound manner.

“We have a list of equipment that includes the Light Combat Aircraft ‘Tejas’, ‘Akash’ air defence system, ‘Prahar’ class of missiles and ‘BrahMos’ supersonic cruise missiles along with a number of systems that can be exported,” he told PTI.

“We are discussing the methodology for developing the export potential as well as a policy mechanism for export of weapon systems,” Chander said.

The DRDO chief was asked about a recent comment by the Prime Minister that India should produce arms for itself and also supply them to other nations.

Tejas is a lightweight, multi-role, single-engine tactical fighter aircraft. Akash, a surface-to-air missile, has a range of 25 kms.

Prahar is a 150 km-range tactical missile system while BrahMos is a supersonic cruise missile with a strike range of 290 kms.

Asked about the cost-benefit for countries procuring arms from India, Chander said, “Many times Indian weapons are a lot cheaper.

“There are various other systems, like if you take strategic missiles, the long-range missiles that China sells to Saudi Arabia and the cost at which we produce, it would be
one-third or one-fourth,” he said.

Chander said, “We can talk only about the price at which people sell and what comes out in published figures about the contracts of the day. By that, our production cost would be much lower. What will be the export cost, that will be the policy decision of the government.”

He said for getting into the business of arms exports, the country “needs a framework on what can be exported. It depends on which country, how to protect misuse”.

He said there are always a number of issues related to arms exports which need to be addressed.

“What we are suggesting is that there should be a single window clearance system for export of weapons in a timebound manner,” the DRDO chief said.

He said several countries have shown interest in the Akash missile system, which was ready to be inducted into the Army.

Chander said there was a scope for exporting 500-1,000 “cost competitive” indigenously developed LCA Tejas combat aircraft.

LCA is likely to be ready for induction into IAF by the end of this year after attaining the Final Operational Clearance (FOC).

India depends on imports for meeting more than 65 per cent of its weapons requirement and has been branded as largest importer of arms by international think tanks.

So far, India has exported only assault rifles, a few helicopters along with some small naval vessels to friendly foreign countries.

The key problems with indian defense industry is:

1- zero penetration in platform manufacturing.

2- impossible conditions of qualifications to join defence PSUs instead of relatively easier mechanism like US, UK, Germany etc.

3- Poor mass manufacturing capabilities and terrible time management due to red tapism.

4- lack of initiative by mil I tary commanders to go for local products while they are ready to even buy junk from foreign countries.

More likely it can re-export fighter planes and missiles....

Unfortunately our factories don't make enough even for ourselves they need to be scaled up,that would not just reduce the import but help in the putative export.
We still sell tents,parachutes and Dhruvs to smaller nations like Maldives and Ecuador. We need to catch the bigger fishes....
Pakistan caught one recently... their all weather friend KSA.
Pakistan’s largest military export is not its weapons but its soldiers.....The country is probably the largest exporter of military personnel in the Third World. It supplies commanders, pilots and technicians to many Arab countries, especially in the Gulf, and to other countries as well. And we must learn a thing or two from them.

About BrahMos well just yesterday I read its the world's only cruise missile which can be shot from land to ship, ship to land, ship to ship, land to land....general or admiral anywhere in the world would give his right arm to get such an arm.Why aren't we exporting this stuff??
Unlike other stuff it is not made under foreign license and nothing prohibits its export.

Yes these were basically the management challenges and not the technical. Many public sectors have transformed themselves into a very dynamic establishment. With new government in place with an agenda to make India defense Hub, Public sector improvement and private sector involvement is inevitable.

baby steps, the easiest export is firearms, and India is miserable in that...forget the rest....

when will tejas be ready....when our Mk1 will roll out pakistan will roll out Jf 17Mk 2 so, why will anyone buy Tejas when they will have advance system at less/similar cost...
indian defense industry need a reform... not only defence but all PSU's...
1. stop quota in job...
2. make people responsible for what they do,...
3. Bring transparency in system...
4. Increase the pay band of worker and scientist working..
5. increase the budget and R&D investment..

6. Time management..is key..
7. keep politicians at bay...when it come to research and development....
8. make armed forces choose indigenous weapon platform..
9. Speak less, work more...
10. collaborate with foreign firms and do reverse engineering....

what ever u say ....
unless and until indian administrative and defence sector goes though these reform...we won't see any export and neither greater development....
BJP is trying a few steps in administrative section...but how long will it last no on knows...
and currently I don't see any prospect of any weapon system export from our country.....

I'm with you on that, I don't see any exports other than handouts to nepal and sri lanka....

When industries are state owned and can barely furnish the requirements of it's own internal consumption, there is no expediency for export or profits...
