You should read Constitution of India again (assuming you tried once), Indian cabinet through ordinance or a presidential order with approval from governor of J&K can easily remove 35A.
Besides if Kashmiris can stay anywhere in India why can't other Indians stay in Kashmir,they are no tribal region that require special laws.
Time to end this bigotry and resolve the issue.
