I think the problem is a combination of education and poverty.

In the US during kid’s shows on tv we’d have Public Service Announcement telling us to “put litter in its place” and “keep America beautiful”. So that certainly helped reduce people from being litterbugs.

However it seems poverty and renters overrule this. You go into a low income area of the inner-city and it can be a mess. Go to some mediocre city neighborhood full of renters and they are throwing candy wrappers in the gutters because they don’t have a vested interest in the neighborhood.

However go to some suburb where most of the people are owners and the streets are almost spotless without even the need for a cleaning truck to go by. The reason is these people in these areas usually aren’t A-holes and actually care about their neighborhoods.

The existence of slums in major Indian cities doesn’t help either.
These are mostly unplanned, illegal domiciles that do not have the right facilities for sanitation, let alone garbage disposal. Removing these from cities will go a long way in curbing this filth.
It’s really unfortunate because it’s hard to remove them because they end up becoming vote banks that act as political tools and hence serve the politicians at the expense of the city and it’s tax paying citizens.

India needs an iron man like the ex Singaporean PM Lee Kiew (can’t get his name right) that can look beyond the votes and take a stand

They’re squatters. Plain and simple. Burrowed in some of the most prime real estate in cities like Mumbai.

It’s a double edged sword because these people living in slums are the servants and labor that works in the houses of the wealthy, so they are indispensable to the “running” of the city but also cause the city to be overcrowded and filthy.
I don’t blame them as much as I blame the govt. who does not improve infrastructure and services so these people can live in the outskirts in affordable housing without having to travel hours to get into the city for their livelihood.
The slum dwellers are also trying to earn a living, so can’t put all the blame on them for this situation.

Whether you like to admit it or not but behind the dazzling figures quoted by Indian's and their fans in the West this is the real India beyond the "trillion dolla, 5th largest, la lala" claims. What is ignored very conveniently the dazzle is product of humongous numbers. For instance if Jamaica was as populous as India [by making it 466 times larger] it's economy would be easily 3rd largest in the world and bigger then India. If you shave of the cream of Jamaica466 at 0.01% and shifted them to America as professional visa entry they would end up overtaking every community in USA in terms of education and income. This is exactly what has happened. The cream of India has moved to USA and dazzled the locals there.

The reality is 75% of Indians making nearly 800 million are poor. And this shows up in the slums they have in India. Poverty is so endemic that they still have human beings being used as draught animals. What is more this is not a anomaly but millions of Indian's eke out living by pulling rickshaws. This tells us about the reality behind the dazzle figures you read. If your pulling a rickshaw the economics suggest that human labour in India is cheaper then even donkeys. With this sort of poverty where do you expect the poor to live?

True, and for a dynamic change the society has to pitch in as well. In our part of the world, everything is left upon the governments to resolve while the only thing people contribute are high expectations from the governance, while even failing to keep the premises of their living areas trash free and planting as much as a single tree on their own.

These kind of rikshaws pulled only in West Bengal are no longer there .

They used to be pulled invariably by muslim Bengalis , often Bangadeshi illegals .
Bengali Hindu gentlemen took pride in riding them and communist hindu Bengalis kept them to endure their faith in communism .
