Pretty old article but I am very intrigued to know who this PM was? Could you all make an educated guess?

He is referring to period of post PVNR and before ABV. Take a informed guess which PM harmed India most in that time.
Also PMO was suspect during Rajiv Gandhi period when deals information was passed to the defense suppliers.
