Both countries have second tier military power.

I believe especially Pakistan their doctrine is pure defensive posture and mostly equipped with modest cost effective weapons .

I do not think that Pakistan have ever won a decisive major battle let alone a war

They lost in 1971,

And gave up kargil when India opened up full military operations.

Even India is over bloated and too dependant on imports to be effective major military power.
