Nehru is a scapegoat for the failure of the entire nation of India. At one point of time, Nehru might have considered a more reasonable border solution, hence his famous statement "there is no a single blade of grass in Aksai Chin".
You are perfectly right, in your analysis. I particularly mentioned Nehru, because at that point of time, there were many army officers, like COAS General Thapar, GOC-in-C (Western Command) LG Daulat Singh and Corps Commander (33 Corps) LG Umrao Singh, who were not in favor of the "Forward Policy", thinking that it would lead to a very serious reaction from China, for which India is not prepared; but Nehru and his close advisors didn't pay any heed to their sane advice.
