Okay...getting a hold on someone's Achilles' heel implies the ability to cripple someone at will. How exactly is India suppose to do this to China? A strategic position naval base is useful, but in order to actually harm China through the Strait of Malacca, India will need to do one of two things: close off the strait via naval blockade or actively sinking merchant ships traveling through the strait. If India can do this, it will harm China----along with every single ASEAN nations, east Asia nations, Europeans nations, African nations and Middle Eastern nations because they need the strait for international trading. Heck, even the Americans are using the strait.
There is a reason you don't lock down a target like Strait of Malacca, because you will **** off the rest of the planet. Basically, this is not "grabbing China's Achilles heel", it is more like walking into a crowded train station and yell "I got a bomb and I am gonna use it".
