These sort of reports don't really count for much. They can only give you a very muddled measure. Often they are influenced by political climate and donars can count on reports being tailored. Also often despite being based in western capitals often they will have desi's working for them which mostly is Indians and they naturally show their prejudice. IFPRI particularly was harsh on Pakistan few years ago. When I checked out it's staff all the important posts were held by Indians.

I notice now that IFPRI is no longer part of the GHI report. And notice Pakistan's position improve and India's worsen.

Poverty wont be completely eradicated from India even till 2100. But yes a large number of people will be pulled out of poverty line and will keep growing the middle class. India will remain mix of have and havenots, what matters is how much resources are channelized towards becoming a developed country.
