Well you involved Reliance power at first place which I mistook for power station set up as they have been selected for that. Anyway for LNG terminal, Petronet LNG( Indian govt's company) can do the job. Other private players like Adani too can.

The Power Cell of BD Energy Deptt. has only been requested by Reliance for the construction and not that the PC has agreed to it. PC has no power to arbitrarily select a Contractor without first not selecting the Consultant and then without calling tender from the short-listed Companies for the construction job.
But, as far as I know, a process of Expression of Interest (EoJ) for a Consultant, who would do only a limited job of selecting the jetty site and tank yard or de-liquefaction yard etc..The date of EoI for consultant is over on 18 May, 2016.
Under the circumstances it is unwise to think PC has given the contract to an Indian Company who has no prior experience in the LNG field.

A few words. Refinery plants are quite different from an LNG project, whereby the gas is liquefied at the source by cooling it at -160 degree C and the liquid is entered into the football like very large tanks. This liquid is transported on a tanker ship to the importing country`s LNG Terminal. The liquid LNG is transported through a pipeline the temperature in which must be -260 C. Lng goes again to the same football tanks on/above ground where also the temperature must be retained at -260 C.
There are many other hurdles that must be overtaken by the Main Contractor. So, no hard feeling, but I can say this job is not for Reliance, Then, off course, it can tie up with a Japanese or US Company and do the job.
