‘India emerging as hub for metro coaches’ - The Hindu

India is emerging as a hub for manufacturing metro rail coaches, a portion of which will be exported, Bharat Salhotra, managing director of Alstom Transport India, has said.

Interacting with media persons before the unveiling of the first coach body shell of Kochi metro at Alstom’s manufacturing unit at Sri City in Chitoor district of Andhra Pradesh, Mr. Salhotra said the indigenisation process of coaches had been set in motion and supply chains were being developed. “Indigenisation would not be at the cost of quality,” he said.

“Our firm is willing to provide coaches for Thiruvananthapuram and Kozhikode light metro rail projects. We can provide coaches that can negotiate gradients and sharp curves,” he said, and added that one more shift would be set up at the unit to meet the increasing demand for metro coaches. The unit can manufacture up to 250 metro coaches per year. Apart from Sri City, the firm has a unit in Coimbatore and an engineering facility in Bangalore.

The managing director of Kochi Metro Rail Limited (KMRL), Elias George, said Kochi metro was expecting to get the “fastest” delivery of coaches in India, and at the most cost effective rate.

Venkaiah Naidu unveils shell of coach at Chittoor
Union Minister for Urban Affairs M. Venkaiah Naidu has said that work on a dozen metro rails is progressing in various Indian cities at an estimated investment of Rs.1.64 lakh crore.

He was speaking after unveiling the shell of a coach being made for the Kochi Metro Rail project at the manufacturing facility of Alstom India at Sri City in Chittoor district of Andhra Pradesh on Saturday. Mr. Naidu said India needed metro rails more than cars so that public transport could be promoted.

He said the existing public transport system was inadequate for the 100 smart cities that the Union government was planning. Around 250-km metro lines were spread across cities, including Delhi.

Benefits

Less traffic congestion and pollution-free environment were the main advantages of metro rail.

The Minister cited as example Delhi’s case, which, he said, was saving Rs.10,000 crore by way of fuel and environment cost a year after metro rail was introduced.

620 coaches a year

India had the capacity to manufacture 620 metro coaches a year. Metro rail was the best form of public transport, since it met the demands of increasing urbanisation, he said. Mr. Naidu called for greater synergy between the Union and State governments for better development. Stronger State governments were the order of the day, he said. State Minister for Power and Railway Aryadan Mohammad said that metro coaches were not only the most modern but also the cheapest, at Rs.8.40 crore a coach. Chief Minister Oommen Chandy took part in the proceedings via a video link from Kochi. In a message read out at the function, Alstom Transport president Henri Poupart-Lafarge said Kochi metro coaches were the first to be fully manufactured in India.

AFD Regional Director for South Asia Aude Flogny said the French agency had decided to fund the Kochi project considering the quality of the project and the assurance of optimal use of funds. French Ambassador François Richier; K.V. Thomas and Varaprasad Rao Velagapalli, MPs; and KMRL managing director Elias George were present.

'90 per cent of Delhi Metro coaches are manufactured in India' - The Economic Times

By PTI | 27 Mar, 2015, 10.40PM IST

NEW DELHI: Sustained indigenisation efforts have led to DMRC achieving the milestone of manufacturing 90 per cent of Delhi Metro coaches in the country and it is now looking to export rakes to Queensland and Sydney Metros in Australia.

"Sustained indigenisation initiatives taken by Delhi Metro Rail Corporation (DMRC) have resulted in 90 per cent of Metro trains being manufactured in India," according to a DMRC statement here today.

The initiatives have also boost establishment of ancillary units and helped generate employment.

"Delhi Metro's initiatives to indigenise manufacturing is in consonance with the 'Make in India' initiative of the central government and the establishment of three Metro coach manufacturing units in India to cater to the requirements of Metro market is a very positive development," DMRC MD Mangu Singh said at a seminar here.

DMRC officials said contract conditions mandating indigenisation have resulted in major coach manufacturing companies setting up production facilities in the country.

The contract conditions of DMRC mandate a cap on upper limit of 25 per cent for production abroad while the balance is to be necessarily manufactured in India either through tie-ups or a wholly-owned subsidiary.

Manufacturing units set up to supply coaches to DMRC are now engaged in manufacturing of rakes that will be exported to Australia for Queensland and Sydney Metros, it said.

Three Metro coach manufacturing units have already been established in India. While Bombardier Transportation has a unit in Savli (Gujarat), state-owned Bharat Earth Movers Limited (BEML) has a unit in Bengaluru and AlstomBSE 0.48 % has established a new facility at Sricity near Chennai.

Besides manufacturing coaches, eighteen major sub systems of these coaches have also been indigenised. This has led to establishment of ancillary industry and skilled man power development in house.

Window glasses, battery boxes, brake blocks, bogie frames, vacuum circuit breakers, propulsion among others are also being manufactured in India.

Viaducts have a walkway
8 Apr, 2015
Instead of inspecting stations and coaches together, the authorities decided to do it one by one.

The viaducts have a walkway leading to the nearby station. If a train is stuck on top, the train operator can install a steel plate linking coaches to the walkway.

'Passengers can then be escorted to the nearest station,' the official said.

Airport line is also taking final shape
8 Apr, 2015
Meanwhile, after intermittent hiccups, Chennai metro rail's airport line is also taking final shape.

The elevated metro rail line from Alandur dips below surface for around 500m after it crosses Officers Training Academy (OTA) station, and comes out and reaches Meenambakkam metro station. The alignment goes underground to prevent it from becoming a hindrance for flights landing on the second runway.

It’s a smooth run for Metro Rail - The Hindu
Chief Minister K.C. Rao clears three big hurdles in one go by providing fire clearance certificate, power at reasonable rate and also allowing HMR to take advertisement tax.
Telangana Chief Minister K. Chandrasekhar Rao gave a boost to the ongoing Hyderabad Metro Rail project by clearing three big hurdles in one go on Tuesday. He not only provided the fire clearance certificate but also agreed to provide power at reasonable rate and also allowed them to take advertisement tax.

Metro Rail authorities have been holding discussions with all the related departments such as the GHMC, TSCPDCL and also the Disaster Response and Fire Service Department for the last few months over these contentious issues.

For instance, the municipal corporation has been demanding a major share of the advertisement revenue from billboards put across the viaduct across the three corridors and this was being hotly contested by the L&T Metro Rail Hyderabad (L&TMRH) building the project.

L&TMRH has been stating that as per the concessionaire agreement the GHMC was entitled to only licence fee and not a share in advertisement revenue. This has been sorted out now, claimed senior Metro Rail officials.

Similarly, the Disaster Response and Fire Services Department has been claiming that the stations build between Nagole – Mettuguda or the first construction stage does not conform to the National Building Code (NBC) to which the Fire Services Act is totally adhered to.

“It basically boils down to having two additional exit routes on the overhead stations for providing more safety for the commuters to be evacuated in the event of an emergency,” explained senior fire department officials. But, Metro Rail officials have been sticking to the Central Metro Act where the provision is missing. “Delhi Metro was built according to the Act but here our Fire Services Act is supreme so we have asked the Government to sort it out,” they said.

Apparently, that is what the Chief Minister has done. With regard to the power supply to the project, the pact is to provide the same at “no profit-no loss basis”.

Not taking airport link a mistake: KCR
During the meeting with top Metro Rail officials and senior Government officials, Mr. Rao called upon the Metro Rail authorities of both Hyderabad Metro Rail Limited and L&T Metro Rail Hyderabad to consider linking Rajiv Gandhi International Airport at Shamshabad with the Metro Rail.

The Chief Minister felt that not taking the airport link was a “mistake”. The metro line can be build through Falaknuma and Raidurg and similarly, another metro link up could be from Chandrayanagutta to L.B.Nagar, an official press release from the CM’s office said.

Mr. Rao’s meeting with the top officials of the Metro Rail replaced the regular Tuesday meeting presided over by Chief Secretary Rajiv Sharma to check on the project progress. Pointing out the crucial link of the metro with the main railway stations of Secunderabad and Nampally as well as Jubilee Bus Station and Mahatma Gandhi Bus Station, he said, the airport link was too glaring a miss.

While the concessionaire has the mandate to complete the project by July 2017, he wanted them to do it by April 2017 itself, a good three months before the scheduled date for the convenience of the citizens of the twin cities. The TS Government was spending about Rs.2,000 crore for road widening, shifting of utilities, acquiring properties, rehabilitation and so on across the 72 km three corridors where the project is being constructed.

It also took the initiative to get the Indian Railways permission for crossing over the land railway lines at eight locations. Similarly, the Defence Ministry was convinced to hand over one and a half kilometre of land for the project, he added.

Way cleared for Metro Rail operations on single line

Delhi and Chennai Metros to benefit from changes to Metro Railway General Rules

Services on Mandi House – ITO section of Delhi and Koyambedu-Alandur section of Chennai Metro to begin soon
Commuters of Delhi are now set to avail Metro Rail services between Mandi House and ITO Stations very soon. The much awaited relief is made possible with the Ministry of Urban Developing amending the Metro Railway General Rules, 2013 enabling Metro Rail operations on single line and notifying the same. There was no provision in the Rules of 2013 for such operations.

Construction of single line of Mandi House-ITO section of Metro Rail was completed by the Delhi Metro Rail Corporation in January, 2015. But operations on this 971 meter section could not be started since safety inspection could not be carried out as per the provisions of the Metro Railway General Rules, 2013.

The Ministry of Urban Development held several rounds of discussions with Commissioner of Railway Safety (CRS), Commissioner of Metro Rail Safety (CMRS), Delhi Metro Rail Corporation, Ministry of Civil Aviation who is the controlling authority of CRS, Ministry of Railways and experts to resolve the issue. Finally, at an inter-agency meeting chaired by the Minister of Urban Development Shri M.Venkaiah Naidu it was decided to amend the Rules of 2013 to enable operations on single line metro sections pending commissioning of the other line. The amendment to these Rules was carried out in consultation with the Ministry of Railways and the Ministry of Law & Justice.

Further to the amendment notified by the Ministry of Urban Development, Commissioner of Metro Rail Safety would carry out Safety inspection soon and metro services between Mandhi House and ITO would be started immediately thereafter. This is expected to benefit 22,000 passengers to begin with and 31,000 by 2021 enhancing DMRC’s annual revenue by Rs.8.00 cr.

The amendment to the Rules of 2013 also benefits Chennai Metro enabling operations on the 2.88 km. section between Ashok Nagar and Alandur after safety inspection, there by facilitating metro connectivity between Koyambedu and Alandur(7.22 kms). This will be the first section of Chennai to become operational.
