That is a different thing altogether. This system is used for "route management" on the air-ways (traffic-lanes in the skies). What you are talking about is "local approach management" which involves the use of ILS to land aircraft in restricted visibility conditions. CAT3 ILS is in use only at the major airports. Others are CAT2 and a few minor outlying ones are probably CAT1
