India deploying the world's most advanced ATC system

If I am not wrong, until recently we had AT2 on all airports.

very good news. I have heard with this system passenger planes can land in thick fog too, is it true?

That is a different thing altogether. This system is used for "route management" on the air-ways (traffic-lanes in the skies). What you are talking about is "local approach management" which involves the use of ILS to land aircraft in restricted visibility conditions. CAT3 ILS is in use only at the major airports. Others are CAT2 and a few minor outlying ones are probably CAT1

Very nicely put and to add to that the ILS has 3 components.Firstly the a/c should have the system.Secondly the airport should have it's system and lastly the Pilot should be trained to use the system. It's the combination of this which makes it possible to land in zero visibility ie CAT 3c.

Since the training required is very expensive and in India we have fog hit New Delhi mostly that too for 15-20 days a year we have most airlines avoiding it or just training some pilots for it.

After the two planes collided into the sky one of kazak and second of other country, India is the first country decided to use 3D Radar instead 2D on the Report of the accident.

That was the chakri midair collision, with kazak airlines il 76 colliding with saudi airlines boeing 737,mistake being kazak's. Its radio operator had poor english skills.

Delhi Airport, due to fog, bagged CAT IIB, Only Airport in India to have it.
CAT IIIC is not operational due to its "zero visibility landing" which is deemed luxury yet risky because there is no DH or RVR limitations upon it..
