This is very very sad incident. No one should die due to lack of food, especially children.
If anywhere in the world if a kid is dies due to lack of food in human settlement, it failure of our humanity at large.

Like Ration Card system, there should be Food Card.
People below BPL should access to Canteens that serves food to people with Food Cards.
If some is not having a card, food should be given a card for same has person has to be created.

Like MENREGA Scheme, the food card should get recharged based amount of work done.
Put all these people to work of cleaning or some other basic jobs of keep city and rural life healthy.

It means if a Candidate gets

1. If NOTA polled more than 1/10th of the total valid votes polled then he should be debarred from contesting elections for 5-10 years.
2. If Candidate received less than 1/6th of total valid votes then not only his deposits but also he should be debarred from contesting any sort of elections for the time period of 5-10 years.
3. Active MPs or MLAs should not be allowed to switch over as BJP got mandate in UP, Yogi who was MP resigned and re-elected as MLA to become CM - That is wrong and it should not be allowed as it will hurt the exchequer and also destabilize election system.
