Mutual goal is to blunt impact of radical Islamists

WASHINGTON – New Delhi wants greater involvement in the Shanghai Cooperation Organization to further its work with regional countries on counter-terrorism and to guard Afghanistan against the reemergence of the Taliban, according to a report from Joseph Farah’s G2 Bulletin.

While it may not get full SCO membership when the group meets in June, India wants to join in exercises of massive air and ground offensives aimed at going after the militants.

Sources point out that this will be the first time India will be involved in bloc war games.

The SCO includes China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Russia has been a major proponent of India’s active membership in the SCO.

But China has held back on such an endorsement due to its historical differences with New Delhi over border disputes and India’s desire to get more involved in activities in the South China Sea, which China regards as its sphere of influence.

Nevertheless, India intends to work closely with the SCO’s Tashkent-based Regional Counter-Terrorism Structure as well as the SCO’s trade ministers’ meetings.

Both India and members of the SCO hope to bring about a more stable Afghanistan, with the RCTS putting limits on the spread of radical Islamist militants in the Central Asian region.

Three of the SCO-member countries are embroiled in the spread of Islamist militants from Pakistan and Afghanistan into Uzbekistan, Kazakhstan and Tajikistan.

Concern among the regional members is that if such advances aren’t blunted, Islamist militants will spread into Russia and China.

China already believes it has seen an increasing rise of Islamist Uighur militants who have been trained in militant camps in Pakistan before moving into China’s western-most Xinjiang province.

Russia wants to see not only full SCO membership for India but also Turkey, Pakistan and Afghanistan.


Sources point out that the United States has been trying to discourage Afghanistan from joining the SCO, given Russian influence in the group.

As of now, Pakistan, India, Iran and Mongolia have observer status at the SCO. Turkmenistan and Afghanistan also attend as guests.

Indai need to be a full member of SCO. it will be the better block than NATO. it will also help in the confidance building among the member countries & platform to resolve dispute.

SCO is not military block like NATO and I do not agree we will be better than them, however we are worse when it comes to showing unity.

You're right. SCO is not led by Russia and therefore it would be difficult to make our position clear on any matter because of this disadvantage.

Besides, our long standing position has been never to join any bloc and it paid us off well. Look at what happened to all those countries in Southern and Southwest Asia that joined some or the other blocs; either they're destroyed, radicalized or on the verge of collapse.

I'd say if there's a need to engage with blocs, do so as a dialogue partner and not a full member.

An economic block is okay but India will never be a part of a military block. Not while we're still members of the NAM.

This is an interesting part here. There have been multiple exercises done by SCO members on large and medium level scales. Countries like Kazakhstan and Uzbekistan are relatively new to us vis-a-vis independent military relations (after Soviet Collapse). We must increase military cooperation with both these countries directly and of course, with Russian encouragement.

The distrust between the two Asian giants comes simply as a result of misplaced ambitions by the CCP which does not see beyond its territorial expansion. While it is keen to reach the level, capability and influence of USA, it forgets one important lesson: there is more to becoming a superpower than just trading, manufacturing and military buildup.

Better understanding and respecting Indian territorial integrity by CCP would result in a strong possibility of genuine trust, cooperation and maybe even future alliance.

Nevertheless, India intends to work closely with the SCO’s Tashkent-based Regional Counter-Terrorism Structure as well as the SCO’s trade ministers’ meetings.

It is important that we directly engage with the heads of Central Asian nations, with Russian backing first as we need to get them into our confidence.

A stable Afghanistan would be impossible if Beijing continues to turn a blind eye to Pakistani military's duplicity here. Defending actions just to retain a regional bother won't get it anywhere and in turn become a threat to its own internal security. China must understand that just because it is doing the opposite of West doesn't make it right.

The entire region is in trouble thanks to Pakistani military and intelligence's obsession with Jihad and its use as a political proxy against perceived rivals. Afghanistan is in a big soup today and its people are still not able to come into the modern world. Three other countries, Uzbekistan, Tajikistan and Kyrgyzstan are suffering from jihad. Out of these only Uzbek military is in a position to fight back, requiring other two nations to seek Russian protection.

Knock knock... jihad has already come to Russia and now to China. The Politburo will deny it but signs of it are increasingly coming into open. It is about time China revises its policies in the region keeping Pakistan in mind. Pushing the entire region into a hot water tub won't get them any benefits.

The intentions are good here but it is very unlikely for Turkey to leave NATO suddenly and join SCO, or even both us and Pakistanis coming together with such a mindset of theirs. Afghanistan could be the easiest member here though. However, SCO will have to prove to Afghanistan's new government that it can support and sustain Afghan government as much or even better than NATO and ISAF are doing. That'd be tough for a country that hasn't seen peace and civilization in the last 30 odd years.

I was wondering how come the Mongolians didn't become full members of the SCO. They've good ties with both Russia and the Chinese Communists. What's stopping them from joining the bloc?

Economic block ok, but not military block...
India is not too entusiastic about SCO, thats y they are sending SM.Krishna...
Cos some year before When MMS went, it seems the members alonee had a closed door meeting, without inviting others..
We said to russia its not possible to be in SCO that time...
But for Russia we are still there...

Russia is getting nervous because the NATO countries are increasing missile defence in Europe in the name of possible nuclear missile attacks from Iran. For Russia this is a major concern, because that shield could be used against Russian missiles too and leaves Russia in disadvantage. That's why Russia tries to build up more pressure to compete NATO again and an Asian defence Block would be a good counterpart, especially when India and Turkey would joint as 2 of the major emerging countries. However, India will not join this, because NATO is no threat for India and we can't afford to send troops and fighters to wars around the world when we have to defend our borderlines first!

Hardly. Russia's concern is legitimate because the missile shield is not placed in middle east (nearer to Iran) but instead in Poland. But they are certainly not a country to be "nervous".

That's why Russia tries to build up more pressure to compete NATO again and an Asian defence Block would be a good counterpart, especially when India and Turkey would joint as 2 of the major emerging countries.

SCO is not a military bloc. CSTO is. And out of these two, CSTO is a better alternative considering that all the countries that are members of this organization are Russia's closest allies and therefore have more interchangeability with Russian forces.

Turkey would never leave NATO at least for the foreseeable future while we won't be joining any specific bloc as it has been our policy.

Think about it; We have excellent ties with former USSR nations and both bilaterally and multilaterally we are already increasing our profile with them. Why join an organization?

That's the point! It counters any missile attack to European countries, not only a hypothetical Iranian attack, but also a Russian 2nd strike for example. That counters Russias nuclear deterrence to, because that's puts NATO/Russia back to cold war times.

Russia don't need some allies, but strong allies that are not bound to NATO or the west, or like in case of Turkey, a possible problem for NATO (issues with Greece and the EU, Israel, relations to Arab countries...). Getting China, India and Turkey to their side would change the power balance, but these three have their own interests, which is the biggest problem for Russia. India won't join any alliance, since it fares better in between. China is the new superpower and will even surpass Russia soon and has no interest in joining Russia, they might ask Russia to join them. :) Turkey is becoming a major issue for the western countries, as long as the US have some control they might remain at US side, but Turkey is an emerging country too and gets more and more powerful in the region, which increases the tensions to Israel too. And guess on which side the NATO countries will be in a conflict between Turkey and Isreal??? That's why Russia has an interest to deepen the ties to them and possibly bind them into a economic (later maybe defence related) organisation in Asia.

Times are changing and Russia is by far not that powerful as they were, Putin might want to change that again and will be more offensive in gathering new partners/allies.
