The Gilgit agency was leased by the British from the Maharaja of Kashmir because of its stratgegic location south of Afghanistan and China.


Pakistan illegally ceded the Shaksgam Valley, around 5,180 sq km, to China in a 1963 border agreement.

Pakistan-China agreement in 1963 which saw the transfer of the Shaksgam Valley to China, Beginning in the mid-1960s, China constructed the Karakoram Highway linking Kashghar in Xinjiang with Gilgit and Abbottabad through the Khunjerab Pass.


Indian Establishment have offered Pakistan a peace deal to improve relations and make SAARC more stronger but CPEC have clearly strained relations. NSA Chief Ajit Doval have raised regarding this the 130 kms of India and Afghanistan border.

Pakistan is planning to declare the strategic Gilgit-Baltistan region as the fifth province, a move that may raise concerns in India as it borders the disputed Azad Kashmir.

Pakistan's minister for inter-provincial coordination Riaz Hussain Pirzada told Geo TV that a committee headed by Advisor of Foreign Affairs Sartaj Aziz had proposed giving the status of a province to Gilgit-Baltistan. "The committee recommended that Gilgit-Baltistan should be made a province of Pakistan," Pirzada said yesterday.

He also said that a constitutional amendment would be made to change the status of the region, through which the USD 46 billion China-Pakistan Economic Corridor (CPEC) passes.

Gilgit-Baltistan is treated as a separate geographical entity by Pakistan. It has a regional assembly and an elected Chief Minister.

Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh are four provinces of Pakistan.

The move may raise concerns in India as the disputed region borders Azad Kashmir (Azad Kashmir).

It is believed that China's concerns about the unsettled status of Gilgit-Baltistan prompted Pakistan to change its status. According to an earlier report in Dawn newspaper, Pakistan was mulling to elevate the constitutional status of the region in a bid to provide legal cover to the CPEC.

The move could signal a historic shift in the country's position on the future of the wider Kashmir region, the paper had quoted experts as saying.

Delhi: Even as Pakistan is planning to declare the strategic Gilgit-Baltistan region as the fifth province, India on Wednesday slammed the neighbouring country at the United Nations and said that a part of Indian territories remained under their illegal occupation.

"Once again Pakistan delegation has chosen to misuse Human Rights Council to make fallacious references about internal matters of J&K. A part of the territories of our state remain under forcible and illegal occupation of Pakistan," Indian diplomat Nabanita Chakrabarty said at UNHRC, Geneva.

"Apart from becoming world's terrorism factory, Pakistan has also alienated its own people through continued mistreatment of minorities," India added, as per ANI.

"Entire state of J&K is an integral part of India, no unilateral step acceptable," MEA spokesperson said when asked about Pakistan's plan regarding Gilgit-Baltistan.

India today termed as "entirely unacceptable" any possible attempt by Pakistan to declare the Gilgit-Baltistan region, bordering disputed Azad Kashmir, as the fifth province.

Reacting sharply to reports that a committee headed by Pakistan's Foreign Affairs Advisor Sartaj Aziz has proposed status of a province to Gilgit-Baltistan, External Affairs Ministry Spokesperson Gopal Baglay said any such step would not be able to hide the illegality of Pakistan's occupation of parts of Jammu and Kashmir which it must vacate, forthwith.

Noting that the issue pertains to the sovereignty of India, he said the government's position is very well known on the matter.

"The entire state of J&K is an integral part, has been an integral part and will be an integral part of India. No attempt or unilateral attempt or step to change that would have any legal basis, whatsoever, and it will be entirely unacceptable.

"Any such step would not be able to hide the illegality of Pakistan's occupation of parts of J&K which it must vacate, forthwith. It will also not be able to hide the tremendous, very concerning human rights violations and denial of freedom that has been going on in parts controlled by Pakistan for the last 70 years," the spokesperson said.

Gilgit-Baltistan is treated as a separate geographical entity by Pakistan. It has a regional assembly and an elected chief minister. At present, Pakistan has four provinces -- Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan.

It is believed that China's concerns about the unsettled status of Gilgit-Baltistan prompted Pakistan to explore change in its status.

Asked about Pakistan having expressed concern over acquittal of Assemanand in Ajmer Sharif blast case, Baglay said India completely rejects Pakistan's "efforts and intention to meddle" in the country's internal affairs, including in the Indian judicial process.

"We also totally reject the ulterior link which is sought to be established by Pakistan with any other matter under the purview of the Indian courts. A strong India democracy and justice system obviously need no self-serving sermons from anybody much less from a country like Pakistan," he asserted.

Pakistan would be well-advised to refrain from interfering in the internal affairs of India in any form and not to resort to denial from the reality of terrorism emanating from its soil which was affecting not only India but the entire neighbourhood and beyond, he said.

The spokesperson further said Pakistan should take action to dismantle the infrastructure of terrorism in its own territory or the territory under its control, and bring to justice the masterminds who still operate and continue to enjoy freedom in Pakistani territory.

Last week, Pakistan foreign office had summoned India's Deputy High Commissioner J P Singh to express its concern over Assemanand's acquittal.

New Delhi: External Affairs Minister Sushma Swaraj on Wednesday slammed Pakistan's move to declare Gilgit-Baltistan as its fifth province and said the whole of Jammu and Kashmir, including areas under Pakistan's occupation, is Indian territory.


The EAM's response came in the Lok Sabha after the issue was raised by Biju Janata Dal member Bhartruhari Mahtab during Zero Hour.

Mahtab questioned the government response to Pakistan's move, and said both the Lok Sabha and the Rajya Sabha should pass a resolution to condemn the development.

"The Pakistan government has unilaterally decided to declare Gilgit-Baltistan as its fifth province. At the time of Partition, a British political agent in charge of Gilgit and Baltistan allowed Pakistani soldiers to take over the area, even though Indian Constitution recognises Gilgit-Baltistan as an integral part of our country," Mahtab said.

He said the British Parliament had passed a resolution to condemn Islamabad's move, saying the region is part of Jammu and Kashmir, and illegally occupied by Pakistan since 1947.

In response, Sushma Swaraj said India rejects Pakistan's move, adding that the government's stand on Jammu and Kashmir being an integral part of India should not be doubted.

"You saw Pakistan's move, but didn't see what we have done. Without losing time, we rejected it, and both the houses of Parliament have said that the entire Jammu and Kashmir, including Pakistan-occupied areas, is ours," the External Affairs Minister said.

"This government has always said that Kashmir, where (Bharatiya Jana Sangh founder Shyama Prasad) Mookerjee was martyred, is ours. There should be no doubt," she said.

A Ministry statement last month reacted strongly to Pakistan's move on the Gilgit-Baltistan region, adjacent to Azad Kashmir, saying it is "entirely unacceptable".
