India, China to have system soon to check intrusions

“India and China will soon have a mechanism to take care of intrusions into each other's territory,” Defence Minister A.K. Antony said here on Tuesday.

“Of late, we have taken a step to constitute a mechanism to tackle these issues in the border. I am hopeful that with this mechanism, which will come up in a few months, things will improve,” the Minister told newspersons after inaugurating the Coast Guard annual conference.

The proposed mechanism will comprise all stakeholders, including the military and paramilitary forces, and will be coordinating with the External Affairs Ministry. The Army and the Indo-Tibetan Border Police would be part of this mechanism.

The Mechanism on Coordination and Consultation on Border Affairs would be the latest building block to maintain tranquillity on the Line of Actual Control (LAC) that serves as the boundary between the two nations. It was among a slew of measures — resuming senior-level defence exchanges, initiating a high-level economic dialogue and stepping up of high-level contacts — agreed upon by Prime Minister Manmohan Singh and Chinese President Hu Jintao when they met in Sanya on the sidelines of the BRICS summit in March this year.

Overall situation ‘peaceful'

The Minister termed the overall situation along the LAC “peaceful” and attributed the reports of “incursions” to differences in perception of boundary due to lack of proper demarcation.

“The main thing is that in the absence of a demarcated border, there is a difference of perception. Sometimes incursions take place when they go to areas which they think is with them and sometimes we also do that,” he explained.

Asked about the Chinese observation on India accepting a Vietnamese franchise to prospect for oil in South China Sea, the Defence Minister said: “South China Sea is not our worry. Our worry is to guard our own backyard and our core area is our neighbouring island nations. We are more concerned about areas around us and we are not the main players in the South China Sea.”

Both countries are satisfied with the LAC situation, which has been generally quiet due to adherence to agreements on keeping heavy military equipment away from the border and prohibiting military exercises in the vicinity.

But these and the diplomatic presence in each other's national capital have failed to resolve the annoyance of patrols transgressing into each other's pockets. Recognising the importance of removing this irritant which frequently claims headlines in India, the Cabinet Committee on Security vetted and cleared the negotiating brief.

Officials explained that when a patrol came face to face with another on a piece of territory claimed by both sides, the issue gets resolved by Border Commanders. But there was no solution to “trends” that appeared in certain pockets of the LAC. Such trends of frequent patrols into a disputed area increased the possibility of confrontation as also of the situation taking a turn for the worse.

The mechanism with broad-based representation from various wings of the government is expected to examine such trends and suggest corrective measures.

Head-start by China

Mr. Antony admitted that China has had a head-start in building up its military capabilities along the border and India was relatively negligent. But instead of “grumbling” over the issue, India too has begun modernising its capabilities by raising specialised Army divisions and reopening or preparing Advanced Landing Grounds for aircraft operations.

But the Indian newspapers are constantly screaming about "Chinese incursions", while their TV channels broadcast footage of PLA troops marching along with "evil" music in the background. And what is the name of that crazy guy on TimesNow who is constantly yelling about this?

There is the problem, making a big fuss over nothing, even when the Defence Minister says so.

why don't we replace this pu$$y ITBP with BSF i like there system of shooting infiltrators on the spot rather than watching people destroy property in your own territory but then again these Congress and UPA Babus have the lowest tendency to care for national security issues unless of course someone flashes a crisp note to bribe them.

lol its your soldiers who are the lucky ones. feel good that the people calling the shots for our military do not have anything between there legs your soldiers tried the same back in 67 and 86 when we responded you guys backed off however our leadership today is clumsy and spineless controlled by a sleazeball mafia girl. then again 2014 is 3 years away so we'll see then

If you had a strong leadership (like Narenda Modi), then you wouldn't need to worry about the incursions happening in the first place.

Everyone knows the Congress party won't respond to anything, which is why India's neighbours don't bother to stop the infiltrations or the incursions.

Democracy is a HUGE problem. It's rule by the idiots, rule over the idiots, voted in by a large bunch of idiots.

This fuss-making PR stuff is a large part of democracy, these people need to get voted in again and they do that in two ways. First is promising the stars literally, selling the public on wild-eyed promises - whoever promises the most wins. And secondly, it's this Public Relations fuss-making, whoever raises the most amount of noise, and manages to use PR to look really tough and Anti-China&Anti-Pakistan, wins.

This way, public will vote for the same idiots over and over again. The US talks alot about spreading democracy like it's such a good thing. Even in the US, the average public is so easily duped, they end up voting for ridiculous idiots like Bush and people like Obama - who can come up with great slogans("change we can believe in"), even though they don't really benefit the people at all.

Your Indian politicians are often looting you with both hands, but then when their corruption gets caught publically, they just satisfy the public by telling them "atleast you have this wonderful democracy". Fat lot of good this democracy does you. In Pakistan, this democratic government the US helped put in, is doing alot of harm.

Narenda Modi has balls too, which is why the Chinese leadership likes him.

Congress is spineless to such an extent that none of India's neighbours do much to stop cross-border infiltration of terrorists/militants, or even military incursions. There is no incentive to respect them at all.

Third, the hoppala he is created recently (fasting) is unwise because he is free from the supreme court, which clearly shows aggrevated publicity, to me atleast....And Anna Hazare as being the antagonist to increase his own personality.. The play is clearly for the prime ministership...

Modi is a frugal and a non corrupt man he believes in strong national defense and agrees that there should no condoning of terrorism. he is what India needs not some corrupt half breed.

Well check the thread title. Chinese incursions into Indian territory.

Secondly, it is India who is accusing Pakistan of sending cross-border militants and terrorists, in Mumbai for example. The recent Delhi bombing was also linked to HuJI who are based in Bangladesh, and the Maoists cross over into Nepal all the time.

And in return for China issuing stapled visas, Manmohan Singh came over some export contracts for China, promised to increase bilateral trade to $100 billion (despite India's already enormous trade deficit to China), and shut down Chushul airfield.

Then check this one, in response to the latest round of stapled visas, to AP instead of Kashmir.

All my opinion of course, but I can clearly see why the Chinese leaders respect Modi more than Congress.

Altho i hate Congress to the core ....but i consider Congress leader ship to be more OMega than alpha ...
If anyone needs to understand Congress decision making mind set
it can be stated that they prefer to wait for an opportunity to strike ;
until then they seem without poise or tactless....
it an effective strategy IMHO but it doesn't rub well with the public as they are generally unaware and feel vulnerable..

Congress has always avoided Knee-jerking and ive respected them for that one single trait...from a neutral perceptive
I have never hated the congress for its military strategy ...just its rampant corruption.

On the other hand the BJP is full of over sentimental idiots ,tho pretty much clean, cant help but run there mouth everywhere ; there are some exceptions of-course.

I especially hate when Advani challenged Pakistan after Pokharan.
Until Modi i wasn't to sure about BJPs capability to promote growth but well thts been taken care off..
Only thing id like from BJP to improve is its Diplomatic tact
