We must realize that Chinese sweatshops are omnipresent in China with their forced labor. This gives them a huge cost benefit. On the positive side, more employed Chinese in China means less Chinese refugees in India. If you map the number of Chinese refugees in India to the number of sweatshops in China, you will see that over years as China made more and more sweatshops, the number of Chinese refugees in India decreased. This is a win win.
