What a waste of money. 60% of Indians have no toilets, the streets are filthy and they have the audacity to waste cash on stupid projects like this? It's going to be bombed by militants anyway (sorry for being rather blunt but it's the truth).

No. The plan was always to start construction around 2019 and 6 years there for completion of construction.

Technical surveys and financing details had to be finalized down to the minutiae which would take time. The projected time period was always this.
