Cost cutting does not equal competitiveness..if I do a Job x for y amount of money and a second party is able to do job x for z amount of money..he is not being competitive but cost-effective. Need to correct your understanding of economic terms.
Of course cost-cutting can mean competitive... if quality of service remains same !!!
If x<z then I am competitive because I will be chosen by the client because I charged him less..
Competition is about market-share
