We all know what the core issue between those two countries is and which country is unwilling to resolve that core issue or even initiate a dialogue. We know which nation rejects third party mediation and has stalled each and every process of dialogue in the past. See the memoirs of their founding fathers' henchmen; they concede to the fact that they had snatched Kashmir through fraud and deceit. That gentleman would've talked about justice and rule of law had he been wronged by a stronger person but he refuses to talk about justice when a bigger country continues to bully a smaller country; he tells both the criminal and the victim to stand down. Any hopes of peace were crushed when Musharraf's four point formula was rejected by Manmohan Singh.
The ascendancy of Modi to power has crushed all hopes of dialogue and reconciliation. It has significantly altered the regional security paradigm. Maintenance of status quo cannot guarantee peace anymore. The region is a tinder box ready to ignite. Now, if it ever happens, it will not be a fight over land or water; but a fight between two irreconcilable ideologies.
The sad thing is that Pakistanis (govt included) are always defensive, passive and reactive. They adopt an apologetic tone whenever confronted with Indian propaganda of terror sponsor state. Their libturdiness did a great deal of damage to Pakistan ideology which instilled patriotism and a sense of belonging in the mind of an average Pakistani. At times, it looks as if their country is India and not Pakistan. You won't see their assholiness ever criticizing Indian policies, but they jump to guns whenever they get an opportunity to bash Pakistan. Well I care mainly because I am an Afghan. It's damned if I do and damned if I don't for us... It would have been better if Pakistan and India did not share a border, as history has proven time and time again that whenever two powers share a border with one another there's bound to be a clash, this is what is known as the Thucydides trap, this is going to without a doubt effect the surrounding nations as well.
