Theoretically yes
You cant deploy too many troops over there and your final aim is to take the low lands
That means ground troops are still a lot more important to win the conflict although you can argue that having a highland garrison in A Chin would give us a 2-throng advantage over the Indians

Wont you think its easy for China to make concessions as the chinese govt is not answerable to any one ,but if India gives land thats the political end of the party which does that.I would say due to the nationalist in both countries, any compromise will be considered as betrayer of the country..
India take quite a lot of land from China since last century.
Yet I would say it is difficult for India politics to give up these lands.
Also in China, with rising military and economy power, more and more people are wishing to use force to solve current problem.
I would say it is not easy to achieve a solution acceptable for both countries..

Comparing with India government, Chinese government usually do more, speak less to the people..
While India government talks too much but seldom do something for the people..
Also as we have advantage of economy, military and international laws, why would we make concession..
