Letter made no specific, unambiguous promises about the rights of women and minority groups on the part of Pakistan yet affirms unsubstantiated systematic allegations of human rights violations elsewhere, accusing HRW of "selectivity", pretending ignorance of HRW's actions elsewhere (and claiming it's HRW's task to prove otherwise).
I have my own beefs with HRW - their attitude is that scurrilously attacking Israel is easy, "low hanging fruit" to bring in donations to their organization - but this response from Mazari smacks (perhaps unfairly) of Pakistan still selling the same old snake oil even after seventy years. It would have been better to say nothing right now, instead working for real change that HRW would have had no choice but to praise when challenged.
It can only be considered "a good response" if Imran Khan's government plans on not fulfilling its election promises, taking no concrete steps to improve the lot of Pakistan's women and minorities. The Mazari letter contains numerous escape clauses from doing so.No it is a good response to HRW.

They won't retract their baseless attacks on Israel and hunker down in silence when pressed for or challenged by specifics, even as they partner with the disgustingly antisemitic U.N. Human Rights Council. So yeah, HRW is doing what it can to slime Israel and obfuscate the many times greater real abuses occurring in other countries. Such "jew-baiting" is one of the prime characteristics of antisemitism and HRW had been cited for this by one of its founders, Robert Bernstein.- when you say that response to Israel is not correct I agree with you because HRW is only taking on Israel and taking no concrete steps.
