In many Polling stations, more than 100%'s vote casted - BBC

So I am now coming to think about this noise about rigging is not about just small incidents..

i.e. More votes were casted than the registered voters.. How can this be? The presiding officers should atleast learn basics of good rigging.

Not for the same old liars and thiefs to come back in again.

It does not make any logical sense.
