no, he clearly said.. whose belly is full, he should join politics.
I see no correlation between poor and being corrupt (or rich and corrupt for that matter), its the opportunity that presents to us which makes us corrupt.
Politics like any other field requires people from all background (infact more so than any other field)
Corruption at high places will be reduced by transparency and successful prosecution of corrupt people, not by electing only rich people in the hope that they wont be corrupt.
Also, these representitives should be paid well, so that they have dignified life.

IK needs a primer course on democracy, it has moved since romans.
