Also, Khan was in Russia to procure cheaper oil, 30% cheaper, wheat too, that would have immensely helped us as a poor nation. Now we’re screwed.
India got its oil closer to a 23-27% discount rather than the claimed 30% (at least that was the discount negotiated when i last saw a few months back, unsure if that has changed), that figure was from a Russian official who was trying to market the oil, secondly i don't think Pakistan has the capacity to refine Russian oil to the extent that it could sustain the subsidy, in fact i'll go out on a leg and say it seems delusional. India couldn't, i just asked some of my Indian friends, their reduction has very little to do with Russian discounts but rather, they can sustain their subsidy through other means of revenue.

In fact according to oec, here are Pakistan's import figures for 2020

In 2020, Pakistan imported $1.92B in Crude Petroleum, becoming the 35th largest importer of Crude Petroleum in the world. At the same year, Crude Petroleum was the 4th most imported product in Pakistan. Pakistan imports Crude Petroleum primarily from: United Arab Emirates ($1.04B), Saudi Arabia ($696M), Kuwait ($76.1M), South Korea ($55.9M), and Oman ($24.8M).


Suffice to say Pakistan even before hand has imported far far less than India, so i am guessing the refining capacity will also reflect that.
