The more this kind of information means something is not right. If a country is innocent, then just be transparent and let the scientists to do their job to find out the truth. On the other hand, if a country is guilty and prepares to hide the truth to his grave, then smearing and blaming other like the kind of information you mentioned is foreseen since the truth will never be found out.
