Be it religious (Islam), cultural influences, linguistic (Arabic has heavily influenced local Horn of Africa languages), cuisine, Arab settlements (historically), geography, people to people relations.

Of course Saudi is helping, but Somalia needs more

KSA/GCC Arabs/wealthy Arab states have been some of the biggest humanitarian donors in the world in the past 50 years. I lost count on the number of Arab-funded schools, hospitals, wells, farms, ports etc. there are in Somalia alone. Not only that the same Arab states hosts some of the biggest Somali diaspora communities.

There must come a time where people must look inward and fix their own problems. You cannot live on the welfare/support of others. You will never grow this way. It amounts to a spoiled child with rich parents who never works a single day in his/her life and who gets everything in his life for free without any work or without challenging himself/herself.

Some of those states are ruled by corrupt/incompetent leadership who steal the donations given and often it is like throwing money away.

Anyway it requires a joint Muslim and world (global) support. It cannot be the job/obligation of just one group of people.
