Our rivals want us to make the mistake of attacking first.
But that is pointless, when we are the fastest growing major power in peacetime already. We add over a trillion to our economy every single year. We are not the ones who will gain from striking first.
It is our rivals who need to make the first strike, before our economy grows to a point where we will become untouchable.
And until then, we need to induct unanswerable nuclear weapons using HGV technology to keep them peaceful.
Same as Deng Xiaoping, we will advance our economic development under the cover of nuclear weapons. That's the most cost-effective option, much cheaper than trying to build the most powerful navy in the world.
