SUBIC, Zambales—Fishermen from this coastal town said they had been seeing a gray warship patrolling near the disputed Scarborough Shoal, and it had given them hope.

Aniceto Achina, captain of the fishing boat JJM, said the unidentified vessel might have belonged to the US Navy that had been in the area before and after the Permanent Court of Arbitration at The Hague handed down a ruling that invalidated China’s claim to almost all of the South China Sea.

“It was distinct from the Chinese vessels patrolling the shoal,” said Achina, who frequents the shoal with his 12-man crew.

Another fisherman, Larry Alaras, 48, said the ship had been visible from where they usually fished, which is about 17 miles from the shoal.

“Most likely it was a US ship. I’ve seen that before. Perhaps it has been to Subic Bay,” Alaras told the Inquirer.

He said the vessel had been stationary and kept a safe distance from five Chinese Coast Guard ships that had discouraged Filipino fishermen from venturing into the area.

“It’s been there for quite a long time now. At times it disappeared but it would always return,” Alaras said.

On Wednesday, a US Navy ship patrolling the West Philippine Sea arrived at the Subic Bay Freeport for a routine port call.

The Ticonderoga-class guided missile cruiser USS Shiloh docked at the Alava Pier after completing patrol assignments in the West Philippine Sea, according to an advisory from the Subic Bay Metropolitan Authority.

The Shiloh is part of the US Navy’s Carrier Strike Group 5, which includes the Nimitz-class aircraft carrier USS Ronald Reagan.

This free port, which is situated some 198 kilometers (123 miles) east of Scarborough Shoal, continues to host US warships. Allan Macatuno, Inquirer Central Luzon

It is very sad reality. Philpines is not a free country.

After the Americans chased the Spanish out they have been the masters of Philpines.

Philpines have suffered since then. They were forced to accpet the Spanish religion with force.
Then they became american colony and still are.

Free people have free will and freedom of action.

BeiJing understands this. And has been helping Manila become free. But it is difficult a mind that has accepted occupation.

We must have compassion for them and help them in becoming a free country.

FVR accepts offer to head China talks

Former President Fidel V. Ramos has accepted the offer of President Rodrigo Duterte to head the team that will open bilateral talks with China following the decision of an international tribunal invalidating Beijing’s claim on the West Philippine Sea (South China Sea).

Ramos accepted the offer when he met with Duterte at the Marco Polo Hotel in Davao City Saturday night.

The meeting took place a few days after Duterte named Ramos as the Philippines’ special envoy to China, explaining his post-arbitration predicament that “war is not an option,” and peaceful talks are the way to go.

However, it was not known when the talks will start since the Philippine government had rejected China’s condition that the tribunal’s ruling will not be discussed in the bilateral talks.

In his speech in Maguindanao on Friday, the President said he is considering following Ramos’ suggestion to set aside the court’s ruling when the Philippines talks to China.

“Ramos said that it’s all right if we take out the arbitral judgment from the talks,” Duterte said. “If it’s really the will of the people, especially Congress, maybe this will lead to progress.”

“If we can just have a settlement with them despite the arbitral judgment, I think that we can get many benefits,” he added.

Duterte was referring to possible investments from China that may flow to his home island of Mindanao if Ramos succeeds in repairing the strained ties between the two countries.

“It’s China that has money, not America. America doesn’t have money. So, I really pray that we are able to settle our fundamental [problem], the China Sea,” the President added

The arbitral tribunal had ruled that China has no historic rights over the South China Sea and that it violated the rights of the Philippines with its actions in the disputed waters.

But China rejected the ruling and said that it will push on with its construction works in disputed waters.
