13bn reserves does not mean it is GOBs to do what it wants. This money belongs to private individuals, businesses but mostly has come through as remittances in foreign currency against which the BB has released taka. spending this money sudenly will have inflationary effect. Also this reserves should be held to allow people to buy hard currencies for international trade.

Quiet simply hard currency reserves are not like a savings account it is more like a current account. you need to remain liquid for day to day needs unless you have massive reserves which we do not. I believe our reserves just about covers 3 months hard currency requirements, that's fairly precarious.
