Can meteor be fired from ground from a truck?? And how effective is that??

Range is not everything, the Meteor has a cruise mode, and has plenty of fuel left when it enters the terminal phase, which makes it hard to avoid.
Previous missiles have pretty lousy hit probability at the end of their range.
the difference between air breathing engines and solid rocket missiles is that air-breathing engines have the inherent ability to sustain speeds, where as most solid rocket missiles gradually decline in speed.

some newer solid rocket missiles try to get past this by having a different grain design to sustain speeds and even internal sustainers. like the aim-120d.

id imagine since its an air breathing missile it would need a booster for the missile to get up to speed for the ramjet to work. kind of similar to how a cruise missile needs a rocket to get of the ground and gather the speeds for it's engine to start.
