IAF seeks more airborne warning systems

Yeah they started a few years back.....the project was stopped after the radar fell off and crashed through the fuselage causing the plane (along with the project's top scientists)to crash.

Their's a saying in PDF that Pakistan is in safe hands as long its' DRDO who's working on things across the border, but the above news I didn't know, thankx for telling me.

Air Force Claims DRDO Design Fails To Meet Requirements

Yet another of India’s high-profile defense projects is facing delays due to criticism from the military service for which it was intended.
The Air Force has said the Defence Research and Development Organisation’s (DRDO’s) $500 million effort to design and develop an airborne early warning and control system (AWACS) fails to meet the military’s requirements.
A senior DRDO scientist said that the Air Force’s objections have halted work on the AWACS program at the Bangalore-based Centre for Air Borne Systems (CABS), a premier DRDO aeronautics laboratory.

A senior Defence Ministry official said the DRDO has been directed to re-evaluate the project. It also will be scrutinized by the ministry and defense forces, he said.
India will not be without an AWACS capability, however. In 2004, a $1.1 billion contract was signed with Israel for the Phalcon radar, which would be mounted on three Russian-built Il-76 aircraft. The delivery of the Phalcon-mounted AWACS planes will begin in mid-2007.
A senior Air Force official said the problems with the indigenous effort include the Embraer EMB-145 aircraft proposed as the AWACS platform, which cannot fly 10-plus hours or at an altitude above 40,000 feet, which are the minimum requirements of the defense forces.
In addition, the service official said, the surveillance radar has a range of only 300 kilometers and coverage area of 240 degrees, less than required.

Call for Closer Cooperation
The Air Force official said that the DRDO, awarded the work in September 2004, did not work closely with the end-users to set the technical parameters.
The DRDO must work hand-in-hand with the users, the Defence Ministry official said, and cannot ignore the objections raised by the Air Force.
The agency, in consultation with the Air Force, will set new technical parameters for the AWACS program, which is likely to be completed and cleared by the Air Force by mid-2007, the DRDO scientist said. The likely in-service date, therefore, will slip from 2012 to 2016.
The government approved a DRDO proposal in 2004 to develop an AWACS capability. The approval followed Pakistan’s deal with Sweden to mount Ericsson’s Erieye radar on Saab 2000 aircraft.
India’s program calls for three AWACS aircraft that can be deployed with all three military services as needed. The Air Force is the lead service on this project.
The primary systems and subsystems for the program include:
• A phased-array radar.
• Identification Friend or Foe system.
• Microwave data link.
• Electronic support measures.
• Operator display consoles with tactical software.
• Air-to-air voice and data links.
• Satellite communication links.
• Search-and-rescue capabilities.
An earlier effort by the DRDO to develop an indigenous AWACS capability was suspended in 1999 following the crash of the Airborne Surveillance Platform during trials. •

INDIA’S DEFENCE RESEARCH AGENCY SLAMMED FOR DELAYS

The Indian Finance Ministry has shot down a demand from India's research agency, Defence Research and Development Organisation (DRDO)asking for sharp increase in budget allocations. The Finance Ministry rejected the DRDO demand and has now suggested to the Indian defence Ministry to warn DRDO for the long delays in several of the defence projects. Sources in the Indian defence ministry say, several of the DRDO's defence design and development projects, including the missile development will be reassessed that the DRDO will not get any additional projects in view of the long delays in homegrown strategic defence projects. DRDO had asked the Indian defence ministry last month to make available an extra $2.18bn each for the next ten years over and above the annual budget allocation of DRDO which is around $1.1bn. The demand of the DRDO has been turned down by the Indian defence ministry, said sources and instead DRDO has been warned that no future projects will be made available to it till the previous projects are completed.

However, sources in DRDO said, they need around $2bn extra each year to complete the projects which are in the pipeline in around 50 of its laboratories across the country. Sources said, in case extra funds are not made available then these projects cannot be completed. DRDO has as many as 439 projects which are worth $3.7bn, and its 50 laboratories, mostly in the south of India are manned by around 30000 personnel. Some of the key projects in the pipeline include the missile development program under the Integrated Guided Missile Program launched in the 80's and includes theatre missiles, Nag anti tank missile and Quick Reaction Missile, the ballistic missile program including the 3000 kilometers range China-centric Agni-3 program. The cruise missile program, Sagarika; advanced UAV project; AWACS program for the Indian Air Force; mini nuclear submarine project for the Indian Navy; Light Combat Aircraft; Medium Combat Aircraft; indigenous anti-ballistic project for Air Defence; Communication projects for the C4I program and the air defense systems.

The Agni-3, which plunged into the sea after just five minutes of flight in July, will be tested again only towards mid-2007 while the home-grown AWACS project crashed in 1999.

The nuclear submarine project, launched 31 years ago, is not in sight despite spending over $1bn while the Light Combat Aircraft project launched in 1983 will produce an outdated aircraft if it is developed in the next ten years, after decades of delay. The Arjun Man Battle Tank has yet to be cleared by the Indian Army for combat and only five tanks have been produced as show pieces.

Most of these projects are delayed by over 10 to 15 years and some projects like the Trishul Quick Reaction Missile project will almost certainly be dumped by the user defence forces, while the scheduled date of induction of Light Combat Aircraft is still not in sight.

DRDO had been getting boost from the Indian defence ministry and also the funding in the name self-reliance with the objective of cutting down imports in the long run. However India continues to rely heavily on imported weaponry and equipment, spending around 35 per cent of its budget on the Capital Head for imports. India has now emerged as the largest importer of weapons and equipment in the developing world. In the early 1990's DRDO itself had promised nearly 70 per cent reliance by 2005 on homegrown weaponry and equipment. However, at present most of the projects, including the Tank, Missile project, Light Combat Aircraft project are suffering from long delays and cost overruns. The delay in the LCA program has jeopardized the fleet strength of the Indian Air Force and forced it to over use its ageing combat aircraft like the MiG 21's which has led to an increasing number of air accidents. The delay in theatre missiles undertaken by DRDO under the Integrated Guided Missile Program in the 80's has led to holes in the air defence systems of the Indian defence forces, including the army, air and navy.

INDIAN SUKOI COST DOUBLES

The projected cost of the Indian manufactured Su 30MKI has been almost doubled from initial estimates of 2000. The cost for the production of 140 SU 30 MKI aircraft at Indian facilities has been placed at around $8.5bn from the initial estimates of $4.8bn when the project was approved in 2000. A defence ministry official said that the average price per aircraft manufactured by Hindustan Aeronautics Limited (HAL) is likiely to be over $8m more then that of the imported aircraft (SU 30) contracted in 1996. India signed a contract with Russia in 1996 worth $1.6bn for the purchase of 40 SU-30s. However calculating on the basis of the revised cost of production of 140 SU 30 MKI aircraft at HAL at $8.5bn up from the $4.8bn estimated cost in 2000, each Sukhoi aircraft manufactured in HAL will cost around $60m. An HAL official said, the cost escalation is on account of increase in specifications of the SU 30MKI as compared to the SU 30 imported from Russia.

Engines with thrust vectoring nozzles enable the SU 30 MKI to perform such manoeuvres as Cobra turn in Cobra. In these manoeuvres an angle of attack could reach 180 degrees. As for F-16 and F-18 aircraft their maximum angles of attack are 30 and 40 degrees, claimed the HAL official. The Indian defence ministry official admitted that there is an urgent need to freeze the cost of the SU 30MKI and the cost parameters as the cost to go up still further making the SU 30MKI very expensive. The defence ministry official revealed that the Indian government singed an Inter Governmental Agreement (IGA) with the foreign supplier's country (Russia) in October 2000 stipulating the parameters under which the license was proposed to be transferred to HAL.

In 2000 HAL was proposed the license manufacturer of 140 SU 30MKI aircraft at a total cost of $ 4.8bn. The 140 aircraft were to be delivered by HAL in four blocks and in four different phases in a span of 14 years between 2004-05 and 2017-18. Phase I envisaged delivery of aircraft, engine and other systems in ready to assemble kits by the Original Equipment Manufacturer to HAL. In phase II and III, articles would be assembled from Semi Knocked Down and Completely Knocked Down kits. The Phase Four envisaged manufacture of aircraft from raw material. HAL signed a technical collaboration with Russia's Irstruk Design Bureau for setting up dedicated Sukhoi production line at HAL's aircraft design center at Nasik. Russia's Irkutsk Aviation Production Association (IAPO), Irkutsk and HAL are the two partners in the Program. Under the agreement Russia will transfer technology for production of main frame production capabilities, instrumentation and fabrication-equipment, besides whole of testing equipment's for engine, weapon systems, avionics, and navigational systems.

The AI 31PF engines for the SU 30MKI and parts of the fuselage are being imported directly from Sukhoi's manufacturing facilities at Irkutsk in Siberia. Meanwhile production of the A1-31 PF engines for the SU 30MKI has also begun at HAL's Koraput Division, while mainframe & accessories are being made at the Lucknow & Hyderabad Divisions. Some key parts of the avionics suites for SU 30 MKI are being manufactured by Sextant Veronique, a subsidiary of the Thales group, and Sagem S.A. of France, El-Op Electro Optics Industries Ltd., Rehovot of Israel are supplying systems to project data onto the front part of the cockpit. Besides, the other companies involved in providing parts for the avionics include Tikhomirov Scientific Research Institute of Instrument-Engineering, Zhukovsky, and the Ramensky Instrument-Engineering Design Bureau of Ramenki of Russia. India's sate-owned defense research agency, Defence Research and Development Organisation (DRDO) has also developed sub-systems for the SU 30MKI.

The first two indigenous aircraft (MKI version) took to the skies in October 2004, for flight tests and these were handed over to the Indian Air Force in March 2005. SU 30MKI aircraft can carry nuclear weapons inside China with mid-air refuelling facility and is tipped to be the mainstay of the Indian Air Force in future. Sources say, with the fleet strength of the Indian Air Force dwindling and the SU 30MKI being the mainstay of the force, the cost factor will be overlooked by the Indian defence planners.

INDIA INCREASES DEFENCE SPENDING – ALLOCATIONS INADEQUATE

21 Aug 06.The Indian government has approved a jump in defense budget for the next five year plan period 2007-2012. Sources in the Planning Commission of India, said the defense budget will be around 2.55 per cent of the Gross Domestic Product (GDP) for the plan period 2007-12 compared to the current level of around 2.33 per cent of the GDP. An official of India's Planning Commission said assuming that India's GDP grows at around eighth per cent, would work out an allocation of around $141 billion for the five year period 2007-12, as compared to $50.8 billion in the ongoing five year plan period 2002-07.

This would mean around $30 billion would be available in 2007-12 for the purchase of fresh weapons and equipment from domestic and overseas markets. Currently, India imports over 35 per cent of weapons and weapons equipment requirements from imports. Indian defence forces have already planned to buy 126 Multirole Medium Range Combat Aircraft worth $7bn, 155mm howitzer guns worth $5bn, development of the fifth generation fighter aircraft worth over $2bn, spend over $17bn in the acquisition of submarines, fleet, and development of an indigenous aircraft carrier.

Besides, Indian defence forces have planned acquisition of satellites, setting up an Aerospace Command for the Indian Air Force, establishing advanced network centric warfare equipment, acquisition of advanced anti-ballistic missiles systems, air defence systems, and new generation radar worth billons of dollars. Besides, the Indian Navy needs to buy maritime reconnaissance aircraft like the Orions, and maritime helicopters. In addition Indian defence forces have also to spend on Nuclear Command Structures by setting up C4I networks costing billions of dollars.

An Indian Army official said, even the increase in defence allocations in the 2007-12 plan would fall short by at least $22bn so as to maintain the current level of combat worthiness. The official said, the Indian defence forces need around $15bn only to either replace or upgrade the mostly Russian weaponry bought in the 60 and 70s from the USSR which is now obsolete. During the first 15 years of Indian independence, India, after 1947, spent an average of 1.6 per cent of its GDP on defence.

The 1962 invasion on India marked a watershed in defence expenditure which rose to 3.8 per cent in 3.8 per cent of the GDP in the sixties. The second time the defence budget outlay of India was enhanced, was after the 1999 battle of Kargil with Pakistani backed Muslim fundamentalists. Thereafter defence spending jumped to around 2.8 per cent of the GDP in early 2000-01 when India made massive acquisition plans. The Indian Army official said, India spends around 2.34 per cent of its GDP on defence compared to 6.08 per cent by Pakistan, and 5.63 per cent by China.

Reportedly Indian Air Force wants to buy three to five more Airborne Warning and Control Systems (AWACS).

Phalcon AWACS is supposedly worlds most advanced AWACS from Israel Aircraft Industries (IAI).

IAF has now asked the government to clear the induction of up to three to five more Phalcon AWACS aircrafts. India has already inked a 1.1 billion dollar deal with Israel to purchase three Phalcon AWACS mounted on the Russian IL-76 aircraft and it is likely that other three to five more AWACS will also be mounted on the Russian IL-76 aircraft.

With each aircraft capable of mounting surveillance for up to 14 hours with in-flight refueling, the AWACS will extend "strategic reach" far beyond Indian airspace, IAF officials said.

Pointing a threat to Pakistan's missile capability including cruise missiles is nothing more than an attempt to earn more funds and clear this deal.

Pakistan in the last weeks tested several missiles. The missiles are routinely checked in order to report their effectiveness and capability.

Buying more AWACS doesn't guarantee that India will be able to secure its lands and shores from Pakistan's missile capability because of the tasks involved and number of missiles to be launched including radar evading cruise missiles.

Pakistans missile capability is only for a defensive role and Pakistan has no offensive designs against any country has been stated again and again by the Government of Pakistan.

Nonetheless, purchases of expensive and needless advanced systems continue to increase tensions of nuclear war and further unbalancing military power in the region.

As the IAF official said, "AWACS will extend 'strategic reach' far beyond Indian airspace" gives a full view that India does have aggressive designs whether it is Bangladesh, China or just Pakistan.

India will receive the first of the three Phalcon systems by September and the remaining two by 2009. If this deal is signed three to five more AWACS may be delivered quickly by 2009-12.

The IAF has trained about 250 personnel in Israel for operating the complex systems comprising sophisticated radars and sensors. In addition, 450 personnel have been trained to man ground facilities for the AWACS systems.

Key, DRDO has developed the radar which is supposedly pretty good. They are now looking at embraer a/c to mount the platform on a horizontal balancing beam. The purpose of DRDO AEW&C is to support the Phalcon AWACS, not supplant it. Phalcon is one of the very best. Home grown AEW&C's will add more numbers at a cost effective rate, while Phalcon will remain in the lead role.

What budget is $60 billion??

That is defence budget for 3 year...I took 20 billion as an example.Since it will atleast take 2-3 years for the additional Phalcons to come ,hence it's price would be part of the total 3 years budget that is 60 billion.

There is no need to increase defence budget.
 
The report about IAF not interested in DRDO is pure nonsense. The writer says DRDO's AWACS wil use Rajendra radar,which is infact a PESA radar.

The report is just a CTRL+C CTRL+V of other older articles.

People who have asked DRDO guys about the project have confirmed that the system doesnot need to have 360 degree coverage.That was IAF's requirement.

The system is meant to be a cost effective support for Phalcons,not an alternative to the same.

The additional Phalcons are not meant to cover western border. It is essentially for the Chinese border.

And yeah no ballistic missile are defensive missile,despite any governments stated policy or not ;)

True, that was a fundamental mistake, which makes this report lose credibility. Its going to be an AESA radar, not a PESA one.
 
DRDO doing R&D for AWACS, lol.

Sorry, but it's to far out for DRDO to do something like that, considering after what 2-3 decades neither Arjun + LCA are inducted, and they are still being fiddled with.

Firstly, they need to fix up their organization before embarking on any new projects.

YEP, The Plane crash was actually was a Huge loss for the AWACS program. It single sentecne, actually the Complete prgram had gone Dead for a while.

HS-748 Avro Platform was not at all suitable to carry AWACS but DRDO had been left without no other Option. Last time we choosed HS-748 Avro has test platform for the AWACS and result was it crashed after the rotordome collapsed into the fuselage and then fell off.
The project was at a stage where the radar and rotodome assembly were ready to transfer to an IL-76MD airframe. LRDE's radar had acheived a detection range of 300 km against fighter sized targets and the capability to track more than 50 targets.


Right now The Testing is in Wind Tunnel. The Above is actually Complete BS and it was busted a long ago. The report is a pure copy paste of a old article written by infamous Prasun Sengupta.It has already reached wind tunnel and Other Stuff.
