When did this happen? Any reference? Russians will be conducting a feasibility for an offshore pipeline. This refinery if they build one, will be great. Can you share an article or news cutting about it.

KSA will be conducting feasibility first and then they will decide whether to invest or not in the Oil Refinery. You said Oil terminal, where are they planning that?
