No it is not......You first need to apply for a firearms licence and explain which calibre rifle you wish to keep........most likely you will not be able to obtain anything more then a semi auto.......but I would recomend a bolt action rifle.
also, you will need to state how much ammunition you intend to keep and how it would be stored......i.e. gun safe......
But this will only be granted if you join a rifle shooting club which will arrange for days to go out on a range (military range normally) and obtain a competence certificate but this will not hinder you from getting your certificate.......for target shooting, always go for 7.62mm (.308) as this handles well at long distances.
Don't bother going for anything like a 12.7mm (50 browning) as the cost of each round is alot of money.......
