There is a Western pressure not to end the Yemeni campaing militarly but with a political solution.
A cease fire is already in place since April 11, as the Yemeni factions meets in Kuwait for peace talks.

Saudi Arabia cannot build arms. This limits their arms arsenal and firepower. Second, North Yemen has tens of millions of Shia. Impossible to occupy.
