A Pakistan and an indian came up with HDI as a way of measuring how developed a person is. Development here means the way in which Aristotle was more developed than a slave of his time. Or how Europeans dominated other nations because their individuals were more developed. But this thing is hard to measure. The most developed people in Pakistan are south Punjabis but this index has different scores. A more developed person can understand bigger things and master more advanced skills, that's how south Punjabis are compared to the rest of Pakistanis.

dude i know the thought of that time. Back then nations really did care about beating other nations by becoming more developed then them. When it was discovered that species evolve into stronger types and then dominate while those who fail to evolve into a better form perish. The thought developed that human must also make themselves better and reach the next level. Nietzche gave the idea of "superman". Just like a bug evolves into a super bug, so that something that used to kill it before doesnt kill it anymore, that same idea was applied to humans. That humans must work to attain the super form where they wont have previous weaknesses. And they thought that those nations that collectively achieve the next level will dominate the planet while those nations that fail to progress into a better form will perish. It was the thought of the time. Nazis stressed much on this, that German nation is the best among humans and it must come to dominate the planet through its own hard work. They said that they are already the most superior race but they also stressed that they must become the "super nation" and leave everyone else behind. HDI was born in these times.

It has nothing to do with race mate, more to compare quality of life(or more desirable place to live) between countries. Now such a thing is subjective by nature, so we need to rely upon certain broad parameters that make our life better.
If UK has better HDI than India does not mean each UK person is better human than Indian, but an UK person might get better quality of life than an Indian.

Relying crude GDP per capita for it will be wrong, for example if pakistan has well fed population with more equality, people can have better quality of life compared to India even with slight less GDP per capita. You can disagree on the parameters but its an effort in right direction.
