অগ্নি রায় • নয়াদিল্লি: বাংলাদেশ জুড়ে মৌলবাদ ও সন্ত্রাস ছড়িয়ে দিতে বিপুল বিনিয়োগ করছে আরব দেশের ১৮টি ইসলামি ব্যাঙ্ক। সে দেশে নির্বাচন যত এগিয়ে আসছে, তাদের সক্রিয়তাও তত বাড়ছে। সম্প্রতি এ বিষয়ে একটি সুনির্দিষ্ট রিপোর্ট হাতে আসার পরে নয়াদিল্লির কপালের ভাঁজ আরও গভীর হয়েছে। গোটা ঘটনাটির পিছনে পাকিস্তানের গুপ্তচর সংস্থা আইএসআই-এর ভূমিকাটিও খতিয়ে দেখা হচ্ছে। এ ব্যাপারে নিজেদের আশঙ্কার কথা হাসিনা সরকারকেও ঘরোয়া ভাবে জানিয়েছে ভারত।
রিপোর্টে দেখা যাচ্ছে, বাংলাদেশের জামাতপন্থী মৌলবাদী স্বেচ্ছাসেবী সংস্থাগুলিকে বিভিন্ন খাতে ঢালাও ঋণ দিচ্ছে ইসলামি ব্যাঙ্কগুলি। গোয়েন্দারা অনুমান করছেন, বাংলাদেশে সন্ত্রাসের পরিকাঠামো তৈরি এবং অস্ত্র কেনার কাজেই এই অর্থ ব্যবহার করা হচ্ছে। সীমান্ত অঞ্চলে ভারত-বিরোধী কার্যকলাপে এই পুঁজি লাগানো হচ্ছে কি না, তা-ও খতিয়ে দেখা হচ্ছে।
রিপোর্ট অনুযায়ী, বাংলাদেশে মৌলবাদীদের আর্থিক মদত দেওয়া ব্যাঙ্কগুলির অধিকাংশই সৌদি আরবের। এ ছাড়া সংযুক্ত আরব আমিরশাহি, কুয়েত এবং কাতারের কিছু ব্যাঙ্কের কার্যকলাপও খুবই সন্দেহজনক। রিপোর্টে বিশেষ ভাবে চিহ্নিত করা হয়েছে ইসলামি ব্যাঙ্ক বাংলাদেশ (আইবিবিএল) ও সোশ্যাল ইসলামি ব্যাঙ্ককে (এসআইবিএল)। কেন্দ্রীয় অর্থ মন্ত্রক দেখে অবাক হয়েছে, সন্ত্রাসবাদী সংগঠনের সঙ্গে প্রত্যক্ষ যোগাযোগের ভূরি ভূরি প্রমাণ থাকা সত্ত্বেও পশ্চিমের কিছু দেশ অকাতরে ডলার ঢালছে ওই দু’টি ব্যাঙ্কে। সৌদি আরবের আল রাঝি ব্যাঙ্কও বাংলাদেশে টাকা ঢালতে সক্রিয়। আইবিবিএল-এর ৩৭ শতাংশ অংশীদারি রয়েছে আল রাঝি-র হাতে। বাংলাদেশের জঙ্গি সংগঠন জামাতুল মুজাহিদিন বাংলাদেশ (জেএমবি)-র মাথা শায়ক আব্দুর রহমান এবং তার সহযোগী সিদ্দিকুল ইসলাম ওরফে বাংলা ভাই-ও এক সময়ে পুঁজির জন্য এই ব্যাঙ্কটির উপর নির্ভরশীল ছিল।
বাংলাদেশ ব্যাঙ্ক এবং বাংলাদেশের সেন্ট্রাল ব্যাঙ্কই প্রথম কয়েকটি ইসলামি ব্যাঙ্কের সন্দেহজনক কাজকর্ম লক্ষ করে। সন্দেহভাজন গ্রাহকদের লেনদেন খতিয়ে দেখে ব্যবস্থা নিতে তারা বেশ কিছু ব্যাঙ্ককে নির্দেশ দেয়।আইন ভেঙে জঙ্গি সংগঠনকে টাকা দেওয়ার জন্য এই আইবিবিএল-কে তিন-তিন বার জরিমানা করা হয়েছে। তবে তাতে কাজের কাজ বিশেষ হয়েছে বলে মনে হয় না। স্বরাষ্ট্র মন্ত্রক লক্ষ করেছে, বাংলাদেশের বেশ কয়েকটি ইসলামি ব্যাঙ্কের গুরুত্বপূর্ণ অংশীদার ইসলামি স্বেচ্ছাসেবী সংস্থা ‘লাজনাত আল-বির আল-ইসলাম’, যারা আল কায়দার অন্যতম অর্থদাতা হিসেবে পরিচিত।
বাংলাদেশে বর্তমান হরতাল ও রাজনৈতিক অস্থিরতার বিষয়টি নিবিড় ভাবে পর্যবেক্ষণ করছে সাউথ ব্লক। ঢাকায় নিযুক্ত মার্কিন রাষ্ট্রদূত ড্যান মোজেনার সঙ্গেও সম্প্রতি দিল্লিতে এ বিষয়ে কথা হয়েছে বিদেশসচিব সুজাতা সিংহের। তবে আমেরিকার বিশ্লেষণে একমত হতে পারেনি দিল্লি।
সরকারি সূত্রের খবর, বাংলাদেশে বিএনপি-জামাত জোটের মৌলবাদী রাজনীতি, হেফাজতে ইসলামের উত্থান ও প্রকাশ্য-গোপনে ভারত-বিরোধী প্রচার যথেষ্টই অস্বস্তিতে রেখেছে দিল্লিকে। ভোট পর্যন্ত এই অরাজক পরিস্থিতি চলবে বলে মনে করা হচ্ছে। সরকারি ভাবে দিল্লির অবস্থান, বাংলাদেশে যে দলই ক্ষমতায় আসুক, দ্বিপাক্ষিক সম্পর্ক এগিয়ে নিয়ে যেতে হবে। কারণ, সরকার বদলায় কিন্তু বিদেশনীতির অভিমুখ একই থাকে। কিন্তু দিল্লির আশঙ্কা, মৌলবাদী রাজনীতির বাড়বাড়ন্তে ভোটের আগে ও পরে বাংলাদেশের বিপুল সংখ্যক ধর্মীয় সংখ্যালঘু মানুষ ভারতীয় ভূখণ্ডে চলে আসতে পারেন।
তা ছাড়া চলতি অরাজক পরিস্থিতির সুযোগ নিয়ে বাংলাদেশে হুজি এবং জেএমবি-র মতো জঙ্গি সংগঠনের উত্থানও নয়াদিল্লির মাথা ব্যথার বিষয়। বিদেশ মন্ত্রক মনে করছে, বাংলাদেশে মৌলবাদী রাজনীতি এবং অস্থিরতা বাড়লে গোটা দক্ষিণ এশিয়ার নিরাপত্তা চ্যালেঞ্জের মুখে পড়বে। আইএসআই যে পরিস্থিতির সুবিধা নিতে পারে।

For members who don't read Bengali, the gist is: 18 Islamic banks of Middle-East (mostly from KSA) are providing huge funding to pro-Jamat radical Islamic organizations to spread religious extremism in Bangladesh. Some of these Islamic banks have share holding from organizations known to be connected with Al-Qaeda. Previously Bangladesh Central Bank had taken steps against these banks and fined them several times for funding terrorists organizations, but that didn't stop such activities. India is also examining ISI's role in this. Rise of religious extremism in Bangladesh will pose security threat to India and entire South-Asia. India may also see a surge in migration of minorities from Bangladesh to India.

My Comment: If this is true, then I hope people of Bangladesh will recognize religious radicalization/extremism as a threat to the future of Bangladesh, which so far has done well economically and socially as a moderate state. All the best to Bangladesh and its people.

I work in the banking sector. Dealt with Bangladesh Bank. Never heard of such. What are the list of Islamic banks involved in such?

Though, it is known that some like HSBC (which isn't an Islamic bank per say) are still under investigation. They won't be fined unless the case is completed.

The news mentioned two names who are prime suspects among some Islamic banks; Islami Bank Bangladesh (IBBL) and Social Islami Bank (SIBL). The report also says that IBBL has been fined thrice for funding Islamic extremist organizations.

The US did fine HSBC though:

The report is the result of an investigation on London-based HSBC Holdings PLC by the Senate Permanent Subcommittee on Investigations. The report also said HSBC’s US division provided banking services to some banks in Bangladesh who were reportedly involved in helping terrorist outfit al-Qaeda in fund raising.

Later, the US authorities fined HSBC a record $1.92 billion.

2. In actual fact, people are scared of dealing with Shariah banks. All Muslim NGOs have been shut down, but Christian, Hindu or Bahai based NGOs are doing fine. One of the largest NGOs in the world, Rabetat has been shut down. No other NGO has helped BD so much in setting up hospitals,schools/colleges, and helped at individual level as Rabetat. Its local Secretary Mir Qasim Ali, also a JeI leader, is undertrial for war crimes but that is not a good enough reason to shut down ops.Rabetat's global Chirman is the Speaker of Saudi Parliament.

I have seen how madly serious they were about maintaining their reputation, they were extremely strict about "Know your customer" and "Anti money laundering" guidelines, regular audit was a pain there. I don't understand how they messed up. Since you are in banking, can you please tell me what is a Islamic bank, and how it is different from an ordinary bank?

I am also in Banking, have worked in HSBC also some years back. I have seen how madly serious they were about maintaining their reputation, they were extremely strict about "Know your customer" and "Anti money laundering" guidelines, regular audit was a pain there. I don't understand how they messed up. Since you are in banking, can you please tell me what is a Islamic bank, and how it is different from an ordinary bank?

Islamic banks follow basically follow Shariah. That is, they don't use interest rates. But instead, use customized business models where they share the profit with parties (including the customer).

Islamic banks are highly profitable in Bangladesh. Islami Bank alone made more than twice the profit of private commercial banks that use interest rate.

There are already many foreign funded grand mosques in poor villages in India that are under radar.
The consequent security threat that may pose to India is secondary to them. 

But apart from spreading hate Jamati cant do anything at all. They are already banned for election and people of Bangladesh dnt want these terror elements in their country.

They don't need to win any election to promote their agenda. In any case Jamat votes will go to BNP.

I think it's high time the Arabs turned a new leaf and stopped funding radicalism with their oil money. It seems they have too much of it. But then it can be put to far better use like helping eradicating poverty in the world instead of funding religious extremism which results in unnecessary bloodshed and mayhem.
