The project company China Power Hub Generation Company (Pvt) Ltd (CPHGC) is a joint venture between Hub Power Holdings Limited (HPHL) which is a subsidiary of Hubco and China Power International (Pakistan) Investment Limited; a Hong Kong based company formed by China Power International Holdings Limited.

Currently, China Power International Holdings (CPIH) has been offered a 74% equity stake in the project. However as mentioned in its quarterly report for March, 2016 Hubco has the right to increase its equity from current 26% to 49% by the commercial operation date.

The notice to proceed (NTP) for the project was issued on 17 June, 2015 and the letter of intent (LOI) was processed on 29 June, 2015 by the PPIB. The generation license application was accepted by NEPRA in August, 2015 with the tariff acceptance being submitted in September. The LOS for the project has been issued on April 12, 2016.

The reference levelised tariff awarded to the project is 8.117 Rs/kWh with the project being foreign financed and using imported coal. The project cost will amount to approximately $2.4 billion and the financing mechanism will be a debt to equity ratio of 80:20.

The Environmental Social Impact Assessment (ESIA) has been completed and the NOC has been approved by the Balochistan Environment Protection Agency (BEPA) while the land request has also been processed by the government of Balochistan. The NOC for jetty construction is under process and the coal supplier negotiations are ongoing as well with South African and Indonesian companies.

The EPC contractors for the plant have been selected and the agreements have been signed whereas the EPC contractor for the coal jetty has also been finalised last month. Discussions are also underway for the processing of term sheets with the Industrial and Commercial Bank of China (ICBC), China Development Bank (CDB) and EXIM Bank with CDB chosen as the lead arranger of financing for the project. The COD of the project is expected to be around 2018 for the operational of the first unit but the overall project completion date may be well extend to 2020.

Karachi: The groundbreaking of 1,320 MW coal fired power plant in Hub, Balochistan will take place today (Tuesday). The project is being constructed by China Power Hub Generation Company (CPHGC) a joint venture project company setup by The Hub Power Company (HUBCO) and China Power International Holding Ltd (CPIH) with an estimated cost of approximately $2 billion, the project is one of the largest coal based power projects being constructed under China Pakistan Economic Corridor (CPEC).

Project will contribute 9 billion kWh of cheaper electricity annually into the National Grid, and it will support 4 million Pakistani household in yearly power consumption. High ranking Government Officials along with Chinese officials will perform the ground breaking of the project.

Currently, China Power International Holding Limited (CPIH) has 74% share while The Hub Power Company (HUBCO) has a 26% share in CPHGC. The project would consume an estimated 3.8 million tons of coal per annum. A Dedicated Jetty Terminal would also be constructed alongside the power plants to import coal directly to the plant from the sea. China Development Bank (CDB) is leading the Bank Consortium that is providing funding for this project.

The boiler units being used for this project are State of the Art Super Critical Technology based. This super critical technology is widely used in most of the developing countries to improve coal efficiency, to lower the cost of fuel and to cut down on emissions. In addition to that, Electro Static Precipitators (ESPs) are installed to control particulate matter emissions in this project.

Low NOx (Nitrogen Oxides) burners for burning of pulverized coal are specially designed to reduce NOx (Nitrogen Oxides) emission in comparison with other burners. CPHGC is employing all these technologies and will spend around 10% of project cost on these pollution control technologies. A detailed Environment and Social Impact Assessment (ESIA) has been carried out at site. The site will follow all NEQS (National Environment Quality Standards) and IFC (International Finance Corporation) standards.

CEO of China Power Hub Generation Company (Pvt), Zhao Yonggang said that 1320 MW coal fired power project is largest power project being constructed in Balochistan under CPEC and it will bring immense socio-economic benefits for the country, specifically for the province of Balochistan. The province will receive a tremendous boost during the construction and the operation period of the project, which will last during the project life time. The project construction will provide opportunities through induction of skilled, semi-skilled and un-skilled workforce by Project Engineering, Procurement and Construction (EPC) contractors though sub-contractors during the construction period, he added.

In addition, other economic activities around the Project Site are also likely to witness a major increase. Various CSR programs for local community such as new schools, medical centers, basic infrastructure around Site and technical training programs are under development within its CSR budget. Every year after COD, some portion of the company's annual profit will be reserved as CSR fund for the betterment of the locals and province of Balochistan.

Federal minister for planning and development, Ahsan Iqbal, laid foundation stone for 1320 MW coal fired power plant. This is the first energy project of the China Pakistan Economic Corridor (CPEC) in Balochistan. It is situated in Hub, near Karachi.

Chain Power Hub Generation Company is a joint venture between State Power Investment Corporation, China Power International Holding Ltd and Hub Power Company Pakistan. The total coast of the project is $2 billion, and it will be able to provide electricity to the national grid from August 2019.

Addressing to the groundbreaking ceremony, Ahsan Iqbal said that, Pak China Trade Corridor is the largest and biggest regional project in the world. This project is not against any one. Any regional country wishing to become a part of this project is welcome to join.

“When present government took charge in 2013, despite an attractive investment policy, investors weren’t willing to come to Pakistan. Western media declared Pakistan the most dangerous country of the world. There was only the Chinese government and its people who showed their confidence in Pakistan.” Ahsan Iqbal added.

Ahsan Iqbal further said that, Balochistan’s port of Gawadar is the gateway for CPEC. This project will bring prosperity in the province of Balochistan. This year, work will start on a 330 MW power plant and 19 KM west express way in Gawadar.

While thanking Chinese professionals working on CPEC, Ahsan Iqal said that, Chinese are our national guests and not only will we keep them secure but also provide them hospitality.

Chinese Consul General Wang Yu said in his address that, in CPEC 11 energy projects are underway and there total generation capacity is more than 7 thousand MW.

Total equity of the project is 25 percent and 75 percent loan financed by the Chinese banks. This includes the complex of the project with 2 units of 660 MW each. The project is recognized as one of the Priority Projects under CPEC.
