I agree flying KMT flag is very rare in PR China cause PR China sticks to one China policy. Taiwan follow's this policy half heartedly, so they don't care about mainland flags.

In no way does that invalidate the fact that the US in particular, and the West in general, places a high value on the freedom of speech.

Like I said earlier, in the absolute, freedoms have no limits, it is only when freedoms and rights are APPLIED they conflict with each other. Each conflict is then examined and adjudicated regarding the extent on how we may limit the exercise of certain freedoms and rights in respect to each unique situation. Just like how you cannot yell 'Fire' in a theater is one such restraint. If what you said is somehow true that we have only a facade of the freedom of speech, then how do explain the fact that we call President Clinton a 'murderer' or President Trump a 'traitor' and get away with it?

But Vietnamese flag is forbidden in some US cities (regulated by city governments). It is now happening, despite of Vietnam good relationship with the US. People who carries the flag can be arrested. Even people who hosts Vietnamese government members in their houses can be harassed by city governments. Where is the freedom?

In free societies you can fly what ever flag you want, including the confederate... a "nation" that the US fought a civil war with.
There are states in the US where the local governments fly the confederate flag.
