Only Pakistani citizens should be allowed to buy Pakistani land.

Unless i'm mistaken the Pak Government sold land to the Saudis to establish a farm to export food to them.

You're in direct confrontation with CPEC even, no Chinese company is going to pay rent they prefer to buy the land to establish anything.
