The problems of Maoists & the other insurgent groups in the country is a complex one. They are not people that have been supported 'externally', but have evolved because of serious flaws in Indian society. The CPI (Maoist) is an off-shoot of the CPI (Marixist), & even though they are not separatists, they are a banned terrorist group that want to radically change India. CPI (Marxist), while a legal entity, also has radically different views of governance from the free market/capitalist India. The Naxalites/Maoists were essentially a movement of poor farmers from Naxalbari (West Bengal) who were standing up for themselves. Free market capitalist India is a farce, as it is an oligarchy where only a few powerful political elite dominate the country, whereas the rest of the country (& its people) suffers. The Maoists & other groups are in the fabric of the 'other Indian society', a reaction of corporate India (aka oligarchy), & is not supported externally. The CPRF taking a few Maoist rebels out in Chhattisgarh won't make a difference. The Maoists have only grown stronger with time, without external support. It still enjoys good support from the poor sections of India. The North East insurgency may have elements in Bangladesh & Myanmar fueling them, but the problem is much more severe than that. India, despite not being involved in the WOT, is embroiled in its own internal war, without the support of 'external forces' for the insurgents, so it is worrying situation.
