ok, tier 9/10 is a joke. These small towns, are not qualified to earn a tier-city rating.

Dongxing is not a small town. With pop of ~100 - 200,000, it should be called a city by any other country standard, I believe.

Wow, I did not hear of this poject. It is a challenge to follow up Belt snd Road. Maybe it is time to generate Belt and Road area studies. Already too big to cover academically. I, for one, concentrate on the Eurasian land bridge across Central Asia and Russia to Europe.

It is a county-level city, which means it should be 6~7 tier. County-level "city" is usually not considered as city here in China (they are rather considered as larger towns). It at least has to be prefecture-level to be called a "city". because we have 334 prefecture-level cities with huge population, and around 1900 such counties in this country.
Our administration structure is like:
Central government->province(23)/atonomous region(5)/municipality(4)/SAR(2)->prefecture(334)->county(1900)->town(30000)->village(rapidly becoming empty and disappearing due to urbanization)
These 350 or so cities beyond prefecture-level fall into the category of 1~6 tiers. The rest fill the category of 6+ tiers, depending on their level of development. There are exceptions, like Yiwu, which is a county-level city. But generally is like this.).

Construction to start in Xiongan

Construction of temporary office buildings in Xiongan New Area, North China's Hebei Province, is set to start as preliminary preparation work has come to an end, media reports said.

The 1,000 mu (67 hectare) area for the temporary offices is located in the eastern part of Rongcheng, one of the three counties included in the new area.

Currently, 48 companies such as Vanke Group have gained the certificates that allow them to settle their businesses in the region, media reports said on Monday.

How about more bridges?
Technology wise, I don't see any obstacles for these new bridges (or tunnels); but I don't see much economy reasons to expand the bridge/tunnel network, to be honest.

Maybe we can think of to build the 2nd bridge to link Zhoushan and Ningbo more tightly, but for the remaining ones, I don't think they are in urgent needs.

At least, Zhoushan-Ningbo Railway will start construction in 2018!!!

That is not the bridge I was talking about.
I mean the new railway+expressway bridge from Ningbo to Zhoushan.
Of course, with the bridge you mentioned on the map, the entire Shanghai-Ningbo-Zhoushan corridor will be formed.
