How can 'terrorism' be condemned while war crimes go without rebuke?

Thank you for the posting of Article 51.

An interesting provision that outlaws modern warfare in totality.

Civilians habitation ,in most countries, are even at borders itself.

Therefore, any attack would affect civilian lives and so would be a violation of the said Article.

What is indiscriminate and what is not? Can anyone explain?

I find these issues interesting, though the legalities could be explained by some legal person, so that I can be educated.

Articles 48 and 49 and Chapter III should also be read in conjunction.
