capitalism does not exist in vacuum, you need strong laws to make it work. In any case there is no real alternative, there are plenty fake and uworkable ones in labs, never worked in the field.

Its duty of rulers of those countries to make the deal work by making it fair for their own people. Its also smart business for buyers to see local people support it.
