That's called ghettoization, just like the jews of Europe pre-victorian era...

It's also survival. Read up the reports on how the Gujarat riots panned out. The Muslims who were in big enclaves managed to repel Sanghi attacks, and in many cases nothing happened. The Muslims who lived in mixed neighbourhoods or majority Hindu ones had their children chopped, thrown into fires, their houses looted, their elderly set on fire and their young women stripped naked and raped over and over again, and then were beaten/stabbed to death.
