HAL has rejected a proposal of the IAF to produce Pilatus aircraft in its facilities against the backdrop of a tussle between the two on whether to procure an imported trainer aircraft or develop it indigenously.


Hindustan Aeronautics Limited (HAL) has rejected a proposal of Air Force to produce Pilatus aircraft in its facilities against the backdrop of a tussle between the two on whether to procure an imported trainer aircraft or develop it indigenously.

IAF has already placed an order for 75 Pilatus trainer aircraft and is planning to procure 106 more of them after the completion of the delivery of first lot by the end of 2017.

HAL, however, is in favour of developing the aircraft indigenously.

IAF had proposed that HAL should licence produce the Pilatus aircraft in its facility but this was rejected by the aerospace giant saying it was working on a project of its own on the issue, senior IAF officials said here.

HAL is working towards producing HTT-40 basic trainer aircraft which is expected to fly by 2015.

IAF and HAL have been debating on the issue for over a year now but it came to fore recently when IAF Chief Air Chief Marshal NAK Browne wrote to Defence Minister A K Antony, asking the government to procure the Pilatus instead of the one proposed by the HAL.

The IAF chief has also told the government that cost of the HTT-40 aircraft being developed by the HAL would be higher than that of the Pilatus aircraft.

IAF has also told government that the indigenous aircraft would be 25 per cent more expensive than the imported Pilatus.

According to HAL, the aircraft proposed by it would be much more advanced than the Pilatus as it will have weapon firing capabilities also along with other advancements.
 
The IAF should buy them all off the shelf from Pilatus. If HAL wants take take 15 years to make a basic trainer that is their problem.

The planes are needed now, and pilots lives are more important than putting money into HAL's delayed projects.
 
Here both the parties at fault.

HAL must concentrate the projects in hand. What's the progress of Sitar IJT? First finish it and then take some other project.

For IAF they already knew that 75 is the final figure for Pilatus and rest will be HTTP 40. I read it somewhere on this forum only. Why did they changed requirement for Pilatus? If they would have given the water down requirements to HAL, it might have given the trainer earlier.

MOD must take some strict conscious decision on the matter.
 
Why are no private players stepping in ? Is the whole thing not profitable enough ? That is one of the problems of being L1 :lol:

IAF got caught with its pants down again.

you do realise HAL AOP is managed by Ministry of Defence
 
A wrong decision .

Bad for HAL and good for IAF .
 
HAL has never produced it self a credible aircraft and showing tantrums like a kid

Not at all. IAF in its RFP, did not specify its vendors to have a HAL tie-up before submitting the proposal. This is squarely IAF's fault for taking HAL for granted. For taking India and Indians for granted.

HAL is well within its rights to reject an unfavorable business proposition. IAF's stupidity is not HAL's burden to carry.
 
HAL will have its tantrums on this and the MoD will have its blinkers on. At the end of the day the training procedure is in shambles, the Sitara is "inherently unstable" and unsafe, the HTT-40 nowhere in sight (not even a prototype). Hopefully the AM will prevail and get the RM to go all in for the Pilatus, off the shelf procurement will do good.

But that doesnt solve the problem...IAF would still need trainers. IMO MoD should step in and direct HAL to manuafacture the Pilatus. HAL cant show whim here..

Specially after failing to deliver, and after the Sitara and the HPT-32's woeful crash record the IAF is bound to be skeptical to say the least. Lets see if anything comes out of the HTT-40.

The watered down requirements came as a result of the exigency of having inadequate trainers and the fact that Pilatus is a proven system with a good record. One can argue though that the same parameters should have applied for HAL, unfortunately HAL was denuded of any design expertise the day the babus came up with ADA, HAL got relegated to system integration and screw driver giri.

Last time we checked, MoD didnt approve the additional Pilatus procurement(or have they?). If Pilatus is procured more then HTT40 will be history.
