Assembly line takes time and then they will import machines etc and crew even.
Crew and pilots will go to france to get training.So a lot of stuff to do

I think we could start building them at once, but that not gonna happen. Many things need to be done in India till HAL is capable to build them here. And since we all know HAL, this might take years....
