One of the main objectives of the Indian intelligence is to create internal trouble in the neighbouring countries and take benefit from the trouble (Machination of RAW in South Asia, Movement of RAW in Nepal , by Dr Shastra Dutta Pant, Kathmandu ).

The Chakma guerrillas of Bangladesh had closely assisted RAW operatives. They were assisted during and after the Bangladesh Liberation War. The Chakmas offered to infiltrate among the Mizo rebels and pass on information to the Indian government in lieu of asylum.

This offer was accepted (Inside RAW : The Story of India’s Secret Service , Asoka Raina, Vikas Publishers, New Delhi, 1981, pp.86-87).

In 1975, the RAW was instructed to assist the Chakma rebels with arms, supplies , bases and training. Training was conducted in the border camps in Tripura but specialized training was imparted at Chakrata near Dehra Doon.

Shantu Larma’s Shanti Bahini members were flown to Chakrata and then sent back to Tripura to infiltrate into Chittagong Hill Tracts.

A RAW office and its operatives at Agartala monitored the progress of the trainees. In 1976, the Shanti Bahini launched its first attack on the Bangladesh force.

Consequently, after 1975, the CHT insurgents received a regular supply of arms from India. The Indian intelligence organization, Research Analysis Wing (RAW), became very active in the area.

The Indian army offered training to the insurgents in various military and paramilitary academies.

In 1991, Animesh Dewan, a captured captain from the Shanti Bahini, confessed that India had given 300 G-3 rifles to the insurgents during 1989 to intensify their operations.

Chittagong Cantonment in Bangladesh maintains a museum of the collections from its counter-insurgency operations in the CHT region, where there is a display of a large quantity of captured Indian arms and ammunition.

India also uses the refugees of the CHT region against its own Mizo and Tripura dissidents. It believes that the refugees will support the Indian government because they are dependent on the government for their own survival.

The insurgents have also tried to draw the attention of international agencies. The PCJSS activists went to different countries with travel documents provided by India. The insurgents have been able to get international publicity through the Indian media. In addition, refugee camps in India have helped the insurgents arouse international humanitarian concerns.

ভারতে গত দুই বছরে সীমান্ত সংঘর্ষ এবং নকশাল বিরোধী অভিযানের তুলনায় হৃদরোগে অন্য অসুখের কারণে বেশি বিএসএফ জওয়ান মারা গেছে।

সরকারি পরিসংখ্যানে প্রকাশ, ২০১৫ সালের জানুয়ারি থেকে ২০১৬ সালের সেপ্টেম্বর পর্যন্ত মৃত ৭৭৪ জন বিএসএফ জওয়ানের মধ্যে মাত্র ২৫ জন সীমান্ত সংঘর্ষে নিহত হয়েছে। বর্তমান সময়ে পাকিস্তানের সঙ্গে সম্পর্কের অবনতি হওয়ায় দেশের সবচেয়ে বড় চৌকস দল বিএসএফ জওয়ানদের গুলি এবং মর্টার হামলার মুখে পড়তে হচ্ছে।


সীমান্ত সংঘর্ষে মাত্র ২৫ জন জওয়ান নিহত হলেও বিভিন্ন রোগে ৩১৬ এবং হার্ট অ্যাটাকে ১১৭ জনের মৃত্যু হয়েছে। এছাড়া রেল, সড়ক এবং মোটরসাইকেল দুর্ঘটনার কারণে ১৯২ জন নিহত হয়েছে। দুরারোগ্য ব্যধি এইচআইভি-এইডসে ১৮, ক্যান্সারে ৩৮ এবং ম্যালেরিয়াজনিত কারণে ৫ জনের মৃত্যু হয়েছে।

এক সিনিয়র কর্মকর্তা বলেন, এটা খুব উদ্বেগের বিষয় এবং এ ধরণের মৃত্যুর সংখ্যা কমিয়ে আনা বিশেষ প্রয়োজন। কর্মীদের মধ্যে একটি সুস্থ জীবনশৈলী এবং নিরাপদ ড্রাইভিং নিশ্চিত করার জন্য পদক্ষেপ নেয়া হচ্ছে।
