Sorry man I don't see any progress and positive prospects in this area. In our place if it was India they would be lot happy to oblige, or just visit some thread of their's where they show love for their Indian brethren. For me they are equal to Sauds.

1) You are ignoring the financial aid (not loans) GCC has provided "every time" Pakistan needed help.

2) The annual remittance from the GCC, has the biggest slice of overseas Pakistani's remittances.

1-What loans? Last i knew Pakistan was Indebted to IMF....and these Arab nations didn't give a shyt. Perhaps, a billion now and then, which Pakistan always paid back in one form or another. Qatar couldn't even be bothered to offer LNG rates to Pakistan that were better than the rest and yet Pakistan still gave the tender to them, despite it being a HUGE F**KING tender by any means, and the fact that at least 2 other companies told Pakistan they could the LNG supply at a cheaper rate.
2-The annual remittance is possible because Pakistanis earn their livlihood there, thereby contributing equal or more value to their economic growth. How many times do i have parrot the fact that it was Pakistani capital and sweat that built Dubai or Abu Dhabi? (Qatar wants more for their ill-fated Fifa World cup)
3-Leaders? If you count them as such.

There is nothing that Iran can offer us except Oil/gas which even Arabs are providing. And relation with Turkey and China cant be compared with Iran so lets leave it at this.
