What would be ideal is if two wheelers were banned in the island city to start with, and then gradually across the MMR. They’re the absolute worst.

First time I agree with you. Two wheelers are a menace. They should be banned in parallel to a increased, efficient and cheap public mass transportation system and taxi system.

In the second phase, ban private driven four-wheelers in parallel to installation and increase in taxis ( pod taxis ) :

Though in the Indian context there is the issue of security.
